About this opportunity

The Michigan Department of Technology, Management & Budget (DTMB), State Facilities Administration is requesting sealed bids for bathroom and plumbing upgrades at the Traverse City State Office Building located at 701 S. Elmwood, with bids due August 5, 2026 at 2:00 p.m. ET via electronic submission through SIGMA VSS. A mandatory pre-bid conference and walk-through was held on July 20, 2026; questions are due July 27, 2026. A 10% preference applies to Qualified Disabled Veteran-Owned Companies meeting service-connected disability and business-ownership verification requirements under Michigan Public Act 91 of 2005.

The scope encompasses selective demolition, asbestos and lead-paint abatement, and renovation of bathrooms, utility rooms, and janitor closets across five floors (ground level through level 4) in the north, south, and east wings of the 52,250-square-foot, 331-occupant building. Work includes plumbing fixture and piping replacement; mechanical systems and HVAC upgrades; electrical improvements; masonry, carpentry, and finish work; fire-suppression sprinkler systems; and ADA-compliant accessibility modifications. Construction must comply with Michigan 2021 Building Rehabilitation Code, Michigan Plumbing Code, Michigan Mechanical Code, ASHRAE 90.1-2022, National Electric Code 2023, ICC A117.1-2017, and ADA standards. Construction type is classified 3B with fire suppression required. Bidders must field-verify existing wall conditions and report discrepancies to the design professional before construction. All work must meet prevailing wage requirements, with at least 50% of working employees being Michigan residents, and certified payroll submitted to the Department of Labor and Economic Opportunity.

Substantial completion is required within 280 calendar days from Notice-to-Proceed (by June 22, 2027) with liquidated damages of $1,000 per calendar day for delay. The base bid must include a $100,000 provisional contingency allowance. Bid security is 5% with certified check or money order, and performance and payment bonds are required for bids exceeding $50,000. Bids must remain open for 60 calendar days after opening. The award will be made to the responsive and responsible best-value bidder as recommended by Kendra C. Thompson Architects. Addendum No. 1 (July 22) and Addendum No. 2 (July 29) have issued clarifications regarding door specifications, plumbing routing, mechanical balancing, fire-penetration details, and rejection of a Gerber faucet substitution in favor of products consistent with state inventory. Bidders must acknowledge receipt of all addenda on proposal forms or face potential disqualification. State Project Registration from the Department of Labor and Economic Opportunity is required with all bids.
