About this opportunity
The City of Temple, Texas is seeking qualified bidders through an Invitation to Bid (ITB) to procure 17 vehicles for departmental use across multiple city divisions. The procurement encompasses 10 light-duty trucks, 5 SUVs, 1 sedan, and 1 minivan organized into nine independent bid packages, allowing bidders flexibility to respond to specific vehicle categories. All vehicles must be new, unused current production year models from manufacturers with a minimum of ten years of established reputation, and bidders must be licensed motor vehicle dealers in compliance with applicable Texas state laws. The vehicles include specific configurations tailored to departmental needs: seven half-ton regular cab pickup trucks (4x2) for General Services, Drainage, Parks, Utility, and Solid Waste; one crew cab truck for Police; one one-ton truck for Parks; one one-ton chassis vehicle with utility body for Facility Services; two small SUVs (4x2) for General Services; two medium SUVs (4x4) for Engineering and Transportation; one full-size SUV (4x2) for Communications; one sedan for Case Coordination; and one minivan for Animal Control. All vehicles must meet comprehensive minimum specifications for body, interior, exterior, powertrain, chassis, brakes, wheels, suspension, steering, and electrical components, with a standard 3-year/36,000-mile warranty and factory towing packages included. The City intends all vehicles to be delivered with aftermarket and add-alternate options pre-installed, and bidders must submit pricing through the designated form indicating unit and total prices for each package. The bid submittal deadline is February 12, 2026, at 2:00 p.m. CST, with written questions due by February 5, 2026, at 12:00 p.m. CST through the Bonfire e-procurement portal or via email to purchasing@templetx.gov. Bids may be submitted electronically through the Bonfire portal at https://templetx.bonfirehub.com or via sealed paper copies to the City of Temple Purchasing Department, 3210 E Avenue H, Building C, Temple, TX 76501, with award anticipated in March 2026.
The City of Temple has established a Local Preference Declaration allowing local bidders whose principal place of business is located within the incorporated city limits of Temple to be awarded a contract if their bid is within five percent of the lowest non-local bid, provided the City Council determines the local vendor offers the best combination of price and economic development opportunities. All bidders must complete and submit a Conflict of Interest Questionnaire and Bidder Information Form, with bidders lacking relevant experience required to provide three customer references. Bidders declaring local preference must submit documentation detailing economic development impact, including employment of City residents and increased tax revenue, with the City reserving the right to request additional substantiating documentation. All prices quoted must be all-inclusive and exclusive of taxes, as the City is exempt from payment of Texas Sales Tax and Federal Excise Tax. Each bid package will be awarded to the lowest responsive and responsible bidder, with price adjustments permitted only with 30 calendar days' advance notice supported by manufacturer or supplier invoices. The resulting contract is contingent upon appropriated funds availability and may be cancelled at the end of each fiscal year with 30 days' written notice if funding is not allocated for continuation. No incumbent vendors or specific budget ranges are identified in the available procurement documents.
