About this opportunity

The Mississippi Department of Child Protection Services is certifying a sole-source procurement for Structured Analysis Family Evaluation (SAFE) training and technical assistance services from the Consortium for Children, with an objection deadline of November 3, 2026 at 3:00 p.m. CST. The sole-source determination rests on SAFE being a copyrighted methodology with proprietary assessment tools and structured components that cannot be replicated by competing vendors.

The scope encompasses initial 2-day certification training for home study practitioners and supervisors, half-day SAFE supervisor training, full-day refresher training, half-day interview training, webinar-based booster and specialized training sessions, and ongoing technical assistance and consultation. The 2-day certification training has a minimum billing of 25 participants and maximum capacity of 40; supervisor training is limited to 25 participants maximum. Training is designed to assess the suitability of prospective foster, adoptive, kinship, and guardianship caregivers within the child welfare system.

The contract period runs from January 1, 2027 through December 31, 2028, with an option to renew for three successive one-year periods through December 31, 2031. The total contract value does not exceed $150,000, paid monthly at firm fixed rates. Training rates for 2027 range from $60 to $440 per participant, increasing to $60 to $475 per participant in 2028, depending on training format. Funding is contingent upon appropriation by the Mississippi State Legislature; MDCPS retains the right to terminate with 10 business days' written notice if appropriated funds become insufficient.
