About this opportunity

The Mississippi Department of Archives and History (MDAH) is requesting qualifications for professional building commissioning services on an ongoing basis from January 1, 2027, through December 31, 2029, with qualifications due November 19, 2026 at 5:00 p.m. to the MDAH Finance Office, William F. Winter Building, 200 North Street, Jackson, Mississippi 39201.

The commissioning professional must be retained directly by MDAH and remain independent of the primary architect/engineer and all associated consultants. Commissioning services apply to all major facility projects — new construction exceeding 5,000 gross square feet or repair and renovation involving greater than 50 percent of facility replacement value. Scope spans pre-design through the one-year warranty period, including commissioning plan development, design and construction document review, functional performance testing, and two off-season tests within eleven months of project completion. Systems subject to commissioning include HVAC, plumbing, electrical, data/communication, life-safety, conveying, building envelope, and other specialty systems depending on project complexity.

MDAH makes no guarantee regarding the specific number or dollar value of assignments. Compensation is structured as a percentage of construction cost using a logarithmic fee formula varying across six project classifications (CxA through CxF) based on complexity and building envelope commissioning scope.

Applicants must be registered with the Mississippi Engineering Board and registered to do business in Mississippi. Preferred qualifications include a minimum of five years of commissioning experience with all systems, current Building Commissioning Association certification as a certified commissioning professional, or University of Wisconsin-Madison accreditation as a commissioning process provider.

Short-list evaluation criteria include past performance with MDAH (up to 10 points), site presence and geographic location (up to 10 points), project team qualifications (up to 50 points), relevant experience (up to 20 points), and fresh perspective or additional resources (up to 10 points). Final selection from the short list emphasizes project vision (up to 20 points), relationship management capabilities (up to 10 points), and quality assurance in design and construction phases (up to 70 points combined).

Submissions in duplicate, including electronic copies, must include a letter of interest, completed Form M54 and Form M55, and a statement of qualifications demonstrating firm history, commissioning expertise, local experience, reference contacts, key personnel resumes, and professional liability insurance documentation. Selected commissioning professional will be notified by December 31, 2026.
