About this opportunity
The Oregon Parks and Recreation Department is requesting bids on construction services for the Jessie M. Honeyman Memorial State Park Raw Water System Improvements project in Florence, Oregon, with bids due November 2, 2026 at 2:00 PM PST via the OregonBuys electronic system. OPRD is exempt from Oregon's Public Contracting Code, including prevailing wage requirements.
The scope encompasses piping and electrical improvements at the existing raw water pump station, installation of a new raw water pipeline from the pump station to the treatment plant, utility trench work, waterline installation along Highway 101 (with optional directional drilling), an auger bore crossing under Highway 101, pump station and treatment plant modifications, electrical transformer pad installation, access road improvements, and site restoration. Work is itemized into 15 line items including permits, mobilization, erosion control, traffic control, tree and stump removal, and related improvements. All contractors must hold current Oregon Construction Contractors Board licensing prior to bidding, and all subcontractors must register before commencing work. All necessary permits from Lane County, local utilities, and ODOT must be obtained by the contractor. Work is restricted to 7 a.m. to 5 p.m., Monday through Friday, with no weekend or holiday work without written approval.
The estimated project cost ranges from $850,000 to $1 million, funded through OPRD Capital Construction funds, contingent upon receipt of sufficient funding. Construction commences January 1, 2027, with substantial completion required by February 22, 2027, and final completion by March 1, 2027. The contract end date is one year from substantial completion. Liquidated damages of $500 per calendar day apply for each day exceeding both substantial and final completion dates. Bid security equal to 10% of the total bid amount is required.
Award will be made to the responsible bidder submitting the lowest responsive bid. A voluntary pre-bid conference is scheduled for October 14, 2026 at 10:00 AM PST at the project site. Contractors must submit a Gantt-chart construction schedule within 14 days of Notice to Proceed, attend preconstruction conferences, participate in weekly progress meetings, and provide as-built drawings upon completion. Mandatory requirements include an Erosion and Sediment Control Plan, certified Erosion and Sediment Control Inspector, Cultural Resources Work Plan, Traffic Control Plan, tree protection complying with OPRD standards, and an Inadvertent Discovery Plan for archaeological and human remains protocols.
