About this file
This is a technical specifications document for the Oregon Parks and Recreation Department (OPRD) detailing construction requirements for the Jessie M. Honeyman Memorial State Park Raw Water System Improvements Project (Contract #14546, OPRIS #33950) located at 84505 Oregon Coast Highway South, Florence, Oregon. The project encompasses piping and electrical improvements at the existing raw water pump station, installation of a new raw water pipeline from the pump station to the treatment plant, and associated site work. Key work items include a joint utility trench from the pump station to Highway 101, waterline installation along the east side of Highway 101 with optional directional drilling capability, an auger bore crossing under Highway 101, waterline installation to the water treatment plant via directional drilling, raw water pump station piping modifications, water treatment plant modifications, an electrical transformer pad, access road improvements, and electrical and control systems installation. The specifications require submission of a comprehensive Gantt-chart construction schedule within 14 days of Notice to Proceed, preconstruction conference attendance, weekly progress meetings, and as-built drawings upon project completion. The document references the General Conditions for OPRD Construction Contracts dated March 15, 2026, and identifies Blaine Kaphammer as the Construction Project Manager and Ryan Warren as the Park Manager.
The specifications establish detailed measurement and payment procedures on a lump-sum basis for most bid items, with mobilization payments scheduled progressively as work reaches defined thresholds. Contractors must obtain all necessary permits from Lane County and local utility providers, secure a Right of Entry permit from ODOT State Highway Division, and comply with National Pollutant Discharge Elimination System (NPDES) Stormwater requirements. The contractor is responsible for all erosion and sediment control measures, archaeological monitoring in high-probability areas, tree and plant protection, dewatering, traffic control, temporary utilities, and site restoration. Additional requirements include submission of an Erosion and Sediment Control Plan at least two weeks prior to work commencement, certification of an Erosion and Sediment Control Inspector, a Cultural Resources Work Plan, and a Traffic Control Plan. Work is restricted to 7 a.m. to 5 p.m., Monday through Friday, with no work permitted on legal holidays or weekends without written approval from the Park Manager and Project Manager. The contractor must maintain the park site in clean condition, provide temporary sanitary facilities, minimize dust and noise, protect existing utilities and landscaping, and coordinate operations with ongoing park activities and other contractors operating on-site.
