About this opportunity

The City of Urbana is requesting sealed bids for demolition and disposal services to demolish an approximately 10,000 square foot building at 1407 N. Lincoln Avenue, Urbana, Illinois, with bids due September 25, 2026 at 2:00 p.m. and a non-mandatory pre-submittal meeting scheduled for September 18, 2026 at 11:00 a.m. The site contains asbestos-containing building materials (ACBMs), requiring specialized removal and disposal in compliance with EPA, Illinois EPA, and OSHA standards — a decision-flipping qualification requirement.

Asbestos abatement work must be performed by an Illinois Department of Public Health (IDPH) licensed contractor prequalified with the Illinois Capital Development Board, with on-site supervisors and workers licensed by IDPH. The contractor must conduct air monitoring during asbestos abatement using NIOSH Method 7400 by a qualified air sampling professional. Friable ACBMs and Category II non-friable ACBMs must be removed prior to general demolition and disposed of separately. The scope includes complete building removal, foundation and below-grade structure removal, site restoration to a mixed-use lot of asphalt and grass, placement of six inches of uncontaminated loamy topsoil, traffic control on Lincoln Avenue maintaining two-way flow, and compliance with prevailing wage rates and the City of Urbana noise ordinance.

The contract is awarded to the lowest responsive and responsible bidder. Contractors must submit a lump sum bid, a bid bond equal to 5% of the proposal value, and extensive insurance including commercial general liability ($1,000,000 per occurrence / $2,000,000 aggregate), pollution liability ($1,000,000 per claim / $2,000,000 aggregate), and umbrella/excess liability ($5,000,000). Upon award, a performance bond equal to 100% of the contract price is due within 15 days. The successful bidder must complete work within 50 working days following contract execution and comply with the Illinois Prevailing Wage Act, the Employment of Illinois Workers on Public Works Act, and the Veterans Preference Act. All bidders and subcontractors must submit Apprenticeship and Training Program Certification. Questions are due September 22, 2026 at 4:00 p.m., with responses provided by September 23, 2026 at 4:00 p.m. Award is anticipated within 90 days of the submission deadline.
