About this file
This is a Proposal Bid Bond form (Form BLR 12230) for the City of Urbana, Illinois, related to the demolition of a building at 1407 N. Lincoln Avenue (Section 25-00706-01-BD). The bond form establishes the terms under which a contractor submitting a proposal agrees to be bound. The principal contractor and surety are jointly and severally obligated to the City of Urbana. Upon contract award, the selected contractor must execute a formal contract within fifteen (15) days of the award date, provide performance surety bonds, and furnish evidence of required insurance coverage as specified in the Standard Specifications for Road and Bridge Construction and applicable Supplemental Specifications. The project involves the demolition and disposal of an approximately 10,000 square foot building and the return of the site to a mixed-use lot comprised of asphalt and grass. The site contains asbestos, requiring specialized handling procedures.
The bid bond penal sum is established at 5% of the total bid price or the amount specified in the proposal documents as of the invitation for bids date, whichever is lesser. If the contractor fails to enter into a formal contract in compliance with the specified requirements, the City of Urbana is entitled to recover the full penal sum, plus all court costs, attorney fees, and any other recovery expenses. The form permits electronic bid bonds as an alternative to the standard paper format, provided the Local Public Agency authorizes this option. The document was completed on June 25, 2026, and includes provisions for notarization and execution by authorized representatives of both the principal contractor and surety company.
