About this opportunity
The Mississippi Department of Finance and Administration, Office of Purchasing, Travel and Fleet Management (OPTFM) is soliciting negotiated proposals for fire protection boots, hats, and gloves under RFx 3130002420 (notice 1130-27-R-NBID-00005), with proposals due December 15, 2026 at 3:00 p.m. CT per the notice description. The format guidance and posted due date instead show 3:00 p.m. CST on December 16, 2026, so the deadline should be confirmed in the solicitation before submission. The jurisdictions listed are Hinds County and Jackson City.
Eligible respondents are manufacturers and their authorized dealers or distributors. Proposers must submit a dealers list identifying any minority vendors, and the solicitation runs through the MAGIC e-procurement system, which requires a MAGIC vendor number on the price list.
The scope is a comprehensive line of firefighting uniforms and wearable protective gear: station uniforms, turnout coats and pants, protective boots, helmets, hoods, gloves, and related apparel and accessories for structural, proximity, and wildland applications. All products must meet the latest applicable NFPA standards and comply with federal, state, and local regulations. The notice carries NIGP codes 34034 (Fire Protection Clothing) and 34556 (First Aid, Hats, Helmets, and Safety).
The submission package includes a signed proposal letter, dealers list, price list with MSRP and discounted pricing, internal catalog spreadsheet, and, if applicable, a purchase summary with signed attestation for current state contracts. Pricing must be a discount from manufacturer's suggested retail price, remain firm for twelve months, and carry no price increases during the term. The contract is nonexclusive, runs March 1, 2027 through February 29, 2028, has one year with no renewal options, and requires the contractor to bear freight on an F.O.B. Destination basis. State agencies may pay invoices within forty-five days without penalty, and the contractor must register with Mississippi's e-Verify system. Addition or deletion of offerings is permitted only during the first five business days after the contract start date and July 1 through July 15, with changes effective September 1. Attachment F standard terms take precedence over contractor proposals and conflicting agreements.
