About this opportunity
The Mississippi Department of Finance and Administration is requesting bids on passenger cars, vans, SUVs, and pickup trucks under IFB 1130-27-R-IFBD-00008, with bid opening on September 4, 2026 at 2:00 p.m. Central Time. The contract is a statewide term vehicle procurement vehicle for all state agencies and governing authorities within Mississippi, effective October 1, 2026 through June 30, 2027, with no guaranteed minimum purchase quantities. Minority vendor participation is addressed in the bid documents.
Bidders must be properly licensed motor vehicle dealers in Mississippi maintaining an established brick-and-mortar facility with adequate display, repair, servicing, and parts storage capabilities. All vehicles must be 2027 or newer (2028-year models permitted with prior written approval), comply with Federal Motor Vehicle Safety Standards and EPA regulations, and be classified according to EPA Fuel Economy Guide specifications. The solicitation covers five passenger vehicle classifications (compact, mid-size, and large sedans; minivans; full-size passenger vans) and seven truck/SUV classifications (small and standard pickups in 2WD and 4WD; three-quarter-ton and one-ton pickups; cargo vans; small and standard SUVs). All vehicles require factory-installed OEM equipment, three-year or 36,000-mile manufacturer warranties, and pre-delivery servicing at vendor cost. Pricing must include title (vehicles titled in the State's name) and documentary/service fees capped at $425; prices must remain firm for the contract term, with price decreases exceeding five percent passed to the State.
Delivery is available at $2.25 per mile for standard orders and $1.50 per mile for orders exceeding 100 vehicles, with dealers ensuring minimum five-gallon fuel levels. The State reserves the right to award to multiple vendors within 10% or $2,500 of the lowest bid to maintain manufacturer diversity. Vendors must complete and return Standard Equipment Forms within five business days of receipt; failure to comply results in removal from the bidders list for five years. Evaluation runs September 4–9, with apparent award distributed September 9–15 and evaluation review through September 22, 2026. Delivery is within 180 calendar days of purchase order receipt. Either party may cancel with thirty days written notice; the State may disqualify contractors for twenty-four months if cancellation results from price-increase requests or performance failure.
