About this opportunity
The State of Mississippi Department of Finance and Administration (OPTFM) is requesting proposals for a negotiated contract to supply water treatment chemicals, with proposals due July 15, 2026 at 3:00 p.m. CDT. This is a nonexclusive, statewide contract covering boiler water treatment chemicals, cooling tower treatment chemicals, biocides, pH control products, water softener chemicals, testing reagents, and related water treatment supplies for governmental and commercial facilities.
Manufacturers must be prepared to serve multiple participating entities statewide with a minimum of one scheduled service visit per month at each location and twenty-four-hour emergency response capability. Awardees must maintain or have access to a qualified testing laboratory capable of performing water analysis and providing written test results and recommendations. Products must be classified using 5-digit NIGP codes (example: 64530 for chemical products) and submitted through the MAGIC e-procurement system with both contract pricing and MSRP listed.
Pricing shall be firm for twelve months with no increases permitted during the contract term. All items must reflect a discount from the manufacturer's suggested retail price. Freight and shipping are F.O.B. Destination at the manufacturer's cost; the State is exempt from tax. Invoices will be paid electronically within forty-five days of receipt.
The contract term runs October 1, 2026 through September 30, 2027, with no renewal periods. Manufacturers currently holding State contracts must submit a purchase summary and signed attestation form; failure to do so results in disqualification. All manufacturers submitting compliant proposals with competitive pricing will be awarded contracts. Dealers and distributors must register in the State's e-procurement system and may indicate minority vendor status. Product additions or deletions are permitted only in the first five business days following contract start and February 1–15 for changes effective April 1.
