About this opportunity

The City of Scranton's Department of Code Enforcement is seeking sealed bids for the complete demolition of a blighted property located at 110 Marion Street in Lackawanna County, Pennsylvania. The project requires a comprehensive demolition service that includes removing the entire two-story structure, foundations, utilities, sidewalks, driveways, and associated debris, with specific requirements for asbestos abatement, utility disconnection, site clearing, and restoration. Bidders must register on the City's e-Procurement Portal and submit all documentation electronically by 10:00 am on August 21, 2025, with a mandatory pre-bid meeting scheduled for August 15, 2025, at 2:00 PM. Contractors must follow federal, state, and local regulations, provide all necessary labor, materials, supervision, and equipment, and restore the site with 4 inches of screened topsoil and seeded grass coverage. Evaluation criteria will focus on the lowest responsible bidder who meets all specified requirements, with a project timeline targeting substantial completion by October 15, 2025.

The procurement does not explicitly outline specific set-aside designations for disadvantaged enterprises. Bidders must have a minimum of 5 years of experience under their current business name and be duly registered with applicable oversight bodies. The project requires comprehensive insurance coverage, including 10% Bid Bond, Performance Bond, and Payment Bond, with liability coverages ranging from $300,000 to $2,000,000. While no incumbent vendor is specified, the project is federally funded through the U.S. Department of Housing and Urban Development's Community Development Block Grant Program. The project will be executed under a single prime contract, with bidders required to submit detailed documentation including contractor qualifications, E-Verify employment verification, and various affidavits such as Non-Collusion and Affirmative Action Certifications. Though a specific budget range is not provided, the city reserves the right to reject any or all bids at their discretion.
