About this opportunity

The City of Jackson Community Development Department is requesting sealed bids for roof and gutterwork repairs at 1017 Second Court, Jackson, Michigan, with bids due August 27, 2026 at 9:00 a.m., submitted via the City of Jackson e-Procurement Portal. The project is funded through Community Development Block Grant (CDBG) funds and carries federal compliance requirements including Section 3 employment preference for low- and very low-income persons, Executive Order 11246 equal employment opportunity obligations, Davis-Bacon Act wage requirements, and Clean Air and Water Act standards.

Contractors must be Michigan-licensed, maintain active SAM.gov registration and business status, hold minimum liability insurance of $300,000 bodily injury per occurrence and $100,000 property damage per occurrence, obtain all required permits, and provide an eighteen-month warranty on completed work and materials. Projects are awarded to the qualified, lowest responsible bidder.

The scope encompasses roof stripping and installation on a garage (approximately 4 squares) and main home (approximately 20 squares), including removal of existing materials, repairs to framing as needed, 7/16" oriented-strand board sheathing, ice shield protection extending 24" per Michigan Building Code, 15% asphalt saturated felt, architectural-style shingles, metal drip and rake edges, valley flashing, chimney and plumbing vent reflashing, and ridge venting; plus approximately 100 linear feet of baked pre-enameled aluminum K-type gutter and approximately 80 linear feet of commercial-size downspouts. Contractors must submit lump-sum pricing for three line items: garage roof replacement, home roof replacement, and gutterwork, with all labor, materials, equipment, and permits included. Site visits may be arranged by contacting property owner Jonathan Allaband at 720-365-7563; no formal pre-bid meeting will be held. The successful bidder must execute a Construction Contract for Rehabilitation of Residential Property and provide performance, labor and material payment, and maintenance and guarantee bonds within ten days of notice of award. Contractors must comply with affirmative action policies and document solicitation of small and minority-owned businesses and women's business enterprises.
