The contract will provide comprehensive land surveying services including control surveys, design and topographic surveys, construction staking, cadastral land net surveys, as-built surveys, utilities surveys, monumentation surveys, Records of Survey, laser scanning, 3D/4D modeling, subsurface utility mapping, and GIS data collection. Work will be performed within Ventura County and may extend up to 30 miles beyond district boundaries. The consultant contract manager must be a Professional Land Surveyor or pre-January 1, 1982 Registered Civil Engineer licensed in California, with a minimum of five years of experience managing similar land surveying services contracts and five years of demonstrated service delivery experience. Statements of Qualifications must be submitted electronically as a single unprotected PDF file by 10:00 a.m. on January 16, 2026, through a Novell Filr account. Interviews will be conducted via WebEx on February 3, 2026, with negotiations scheduled for the week of March 13, 2026.
The solicitation carries a 0% Disadvantaged Business Enterprise (DBE) participation goal, following recent U.S. Department of Transportation interim final rule changes. All consultants and subconsultants must disclose in their transmittal letters whether they intend to use or provide Generative Artificial Intelligence (GenAI) technologies that could materially impact state system functionality, risk, or contract performance, with failure to disclose potentially resulting in disqualification. The contract is anticipated to commence after the current contract (07A5326) is exhausted, expected by July 1, 2026. The estimated contract value ranges from $2,400,000 to $3,900,000, with a three-year term and a fixed fee for profit at 10.1 percent. Escalation rates are set at 1.81 percent for the initial partial year and 3.62 percent annually for subsequent full-year periods. Caltrans does not guarantee that any work or services will be required under the contract, and interested firms must submit rate sheets rather than competitive bids.
