About this opportunity
The U.S. Department of Agriculture Foreign Agricultural Service is soliciting applications for emergency food assistance grants under the Food for Peace, Title II program with a concept paper due June 12, 2026 at 5:00 PM EST; awards will fund U.S. agricultural commodity procurement and distribution in seven designated countries and must allocate a minimum 50% of requested federal funds to commodity and freight costs.
Eligible applicants are private voluntary organizations, cooperatives, and international organizations that demonstrate existing capacity to distribute emergency food assistance or prior experience implementing such programs in international emergency contexts and maintain active registration in the System for Award Management. All commodities procured must be 100% U.S. origin and U.S.-grown; cash and food vouchers are prohibited. Any complementary activities beyond food and nutrition security must be limited, and specialized nutritious products such as RUTF, RUSF, and LNS must be manufactured in the United States from 100% U.S.-origin ingredients. Reprocessing or repackaging of commodities is prohibited.
Individual awards are expected between $20 million and $200 million over 18 to 24 months. The FY25 NOFO indicates total available federal funding of $357 million. Applicants may propose in only one of seven eligible countries: Democratic Republic of the Congo, El Salvador, Ethiopia, Guatemala, Haiti, Kenya, or Rwanda. Cost share from non-federal sources is optional and may be cash or in-kind; optional cost-sharing is eligible for bonus points during evaluation.
Projects must target populations experiencing acute food insecurity meeting at least one of three criteria: at least 20% of households with significant food consumption gaps or using irreversible coping strategies; food insecurity from sudden-onset or deteriorating conflict or environmental hazards; or crises exceeding local and international response capacity with formal UNHCR emergency declarations. The application process involves two phases: a concept paper (10–13 pages) due June 12, 2026, followed by a full application for selected applicants. Evaluation criteria include needs assessment quality, technical approach, organizational capacity, monitoring and evaluation competency, commodity management, and budget reasonableness.

Update #2 · Latest ·
This funding opportunity is to provide immediate emergency food assistance of U.S. agricultural commodities. It also advances President Trump's commitment to ensure that international assistance delivers a measurable return on investment for the American people and that the benefits of U.S. food assistance flows back to America's hardworking taxpayers, farmers, ranchers and producers who make this assistance possible. USDA's America First approach to international food assistance requires all partners of its international assistance programs to adopt the following reforms:
1.Commodities procured must be 100% U.S. origin.
a. USDA is committed to bring Food for Peace back to its core functions to support American Farmers feeding the world's hungriest. All food provided under this program should be U.S.-grown and produced (see Appendix C Eligible Commodities). Cash and food vouchers will not be provided under these awards.
2.Strict accountability measures to prevent fraud, waste, abuse, and diversion will be instituted.
a. Every U.S. taxpayer dollar must be traceable to prevent fraud, waste and abuse of U.S. commodities and funds. Continued compliance measures must be in place with strict accountability measures. Ensuring that U.S.-grown commodities reach their intended beneficiaries and save lives is of the highest importance to USDA.
3.Long-term dependency on foreign aid will be reduced.
a. USDA will regularly monitor and evaluate projects on the ground with the goal of offboarding and graduating projects, ensuring that Title II funding prioritizes emergency and in-need geographies rather than forever aid countries.
