About this file
This file is a Questions and Answers document from the USDA Food for Peace, Title II Program dated May 11-13, with the actual Q&A content not provided in the materials shared. The document relates to the Food for Peace, Title II grant program (CFDA 10.624), administered by the Department of Agriculture Foreign Agricultural Service, which funds the purchase and donation of United States agricultural commodities to foreign countries experiencing acute food shortages. Eligible applicants include private voluntary organizations, cooperatives, and international organizations that can demonstrate the capabilities, staff, and resources to execute food assistance projects. The program has designated country-specific funding opportunities for Rwanda, El Salvador, Guatemala, Haiti, Democratic Republic of the Congo, Ethiopia, and Kenya, each with unique identification numbers.
The program operates under strict "America First" principles requiring that all commodities be 100% U.S. origin and U.S.-grown, with no cash or food vouchers provided. Stringent accountability measures must be implemented to prevent fraud, waste, abuse, and diversion, with every U.S. taxpayer dollar traceable and all records retained for a minimum of three years after final reports are submitted. Award agreements are typically 3-5 years in duration. Applicants will be evaluated based on their demonstrated capabilities and the quality of their project proposals, with final selection made by the FAS Administrator after consideration of panel committee recommendations and broader agency priorities such as geographic dispersion and alignment with U.S. government whole-of-government agricultural development strategies.
