About this opportunity
The Health Resources and Services Administration is soliciting applications for the Transforming Pediatrics for Early Childhood (TPEC) Program cooperative agreements, with applications due July 10, 2026. Only one eligible non-tribal entity per state or jurisdiction may receive an award, though tribal governments and organizations are eligible regardless of location; joint applications spanning multiple states are acceptable with designation of lead and subrecipient states.
Eligible applicants include any domestic public or private entity: state governments, counties, cities, special districts, nonprofits with or without 501(c)(3) status, institutions of higher education (public and private), federally recognized Native American tribal governments and organizations, and for-profit organizations.
The program will make approximately 10 cooperative agreement awards of up to $950,000 per year over a five-year period of performance from September 30, 2026, to September 29, 2031. Total available funding is $9,500,000 in FY 2026.
Recipients must place early childhood development (ECD) experts in pediatric practices serving high percentages of Medicaid/CHIP or uninsured families; build statewide capacity to deliver ECD services through training of pediatric primary care staff; and improve state administrative policies and financing strategies (such as Medicaid) to sustain team-based pediatric primary care. Services prioritize children and families eligible for Medicaid, CHIP, or uninsured populations.
Merit review criteria are weighted as follows: need (15 points), response/approach (30 points), performance reporting and evaluation (20 points), impact (15 points), resources and capabilities (15 points), and support requested (5 points). Applicants must submit a 40-page narrative including work plans, staffing plans, biographical sketches, organizational charts, partner practice tables, and multi-year budgets.
The program operates under CFDA 93.110 (Special Projects of Regional and National Significance). Expected award notification is September 30, 2026.
Synopsis
The Transforming Pediatrics for Early Childhood Program (TPEC) will advance the U.S. Department of Health and Human Services" Make America Healthy Again (MAHA) priorities by preventing chronic disease early in life and promoting healthy development in early childhood. TPEC recipients - organizations with statewide or tribal reach - will place early childhood development (ECD) experts in local pediatric practices to deliver team-based care to young children and their families. Recipients will improve the quality and cost effectiveness of pediatric primary care by delivering a comprehensive team-based approach that focuses on factors critical to child development. Through this approach, pediatric primary care staff will: Screen families for their needs related to mental health, housing, nutrition, and child development; Build safe, stable, and nurturing relationships between caregivers and their children; Educate caregivers on developmental milestones and how to watch for them; and Make sure that families get referrals and access to additional or specialized support. TPEC recipients will:Place early childhood development (ECD) experts in pediatric practices that primarily serve families covered by Medicaid/Children"s Health Insurance Program (CHIP) and deliver high-quality ECD services using a team-based approach.Build the skills of pediatric primary care staff statewide to deliver high-quality ECD services using a team-based approach. Improve statewide administrative policies and financing strategies to expand and sustain team-based pediatric primary care, improving the standard of care for all young children. TPEC will result in measurable improvements in service delivery rates and early childhood development outcomes.
