About this opportunity

The Department of Labor's Bureau of International Labor Affairs is soliciting applications for cooperative agreements to strengthen labor law enforcement in trade partner countries, with application deadline September 21, 2026, 11:59 p.m. Eastern Time. Two separate awards will be made: one for the Western Hemisphere ($10 million) and one for Asia ($8 million), totaling approximately $18 million in federal costs.

Eligible applicants include any U.S. or non-U.S. commercial, international, educational, or nonprofit organizations, including faith-based organizations, community-based organizations, and public international organizations. The Western Hemisphere award targets Ecuador, El Salvador, and Guatemala; the Asia award targets Bangladesh and Malaysia. Projects will focus on labor law enforcement in export sectors competing with U.S. production, including agriculture, manufacturing, seafood production, electronics, garments, and palm oil-derived chemicals.

The required period of performance is 36 months from award, though applicants may propose shorter timelines. Applicants must submit a technical proposal (50 pages maximum), detailed cost proposal by country, theory of change linking activities to American job and wage growth, literature review, project design narrative, monitoring and evaluation plan (5–8 percent of budget minimum), work plan, organizational capacity statement, key personnel information, and management plan. Communications assets budget between $50,000 and $75,000 depending on country scope; applicants must also budget for project director travel to Washington, D.C. to meet with ILAB.

Applications are evaluated on a 100-point scale covering literature review, project strategy and approach, milestones and targets, M&E plan, work plan, organizational capacity, key personnel, management plan, and budget narratives. Award decisions are expected between September 30, 2026, and December 31, 2026. An amendment posted August 27, 2026, requires a staffing matrix worth 5 points listing all senior or key personnel positions essential to project success, with names and resumes attached; all key personnel positions must be filled within 30 days of award date. The funding opportunity is assigned to CFDA 17.401, International Labor Programs.
