About this opportunity
The Department of State Bureau of Counterterrorism is seeking a cooperative agreement to prevent terrorist recruitment of youth online, targeting 501(c)(3) nonprofits to develop strategies that diminish terrorist content availability and provide vulnerable communities with resources to identify online terrorist threats. The grant specifically addresses the alarming trend of teenagers being recruited by terrorist organizations, with a focus on countering radicalization through social media and online gaming platforms. Key contract objectives include reducing terrorist content accessibility and equipping communities with tools to recognize potential online terrorist recruitment efforts. Evaluation criteria will likely include program design, organizational capacity, cost-effectiveness, and alignment with U.S. counterterrorism policies. The application deadline is August 7, 2025, with prospective applicants required to submit comprehensive proposals demonstrating their approach to addressing youth terrorist recruitment.
The total available funding for this opportunity is $1,726,689, with a potential award of up to $1,750,000 through a cooperative agreement. The performance period is 24 months, commencing September 30, 2025, with a global focus but potential emphasis on African countries like Mauritania. The target demographic includes youth aged 8-25, and the program will prioritize regions experiencing high levels of online terrorist radicalization. Applicants are expected to propose beneficiary countries and include specific indicators to measure the success of their proposed interventions. The grant is part of the Global Counterterrorism Programs (CFDA 19.701) and will support efforts to prevent terrorist content proliferation across digital platforms.
Synopsis
In 2024, teenagers accounted for up to two-thirds of ISIS-linked arrests in Europe, with children as young as 11 involved in recent terrorist plots. With governments becoming increasingly concerned about this evolving threat and the increasingly younger age of children being targeted, there is a need to effectively prevent the exploitation of social media and online gaming platforms for terrorist radicalization and recruitment. CT therefore seeks a proposal that not only diminishes the availability of terrorist content but also provides vulnerable communities with the resources to identify terrorist threats online.
