About this opportunity
The Department of State Bureau of Counterterrorism is seeking a cooperative agreement with a 501(c)(3) nonprofit to develop a comprehensive strategy for preventing terrorist recruitment of youth online. The primary objectives include reducing the availability of terrorist content and providing vulnerable communities with resources to identify online terrorist threats, with a specific focus on social media and online gaming platforms. Eligible applicants must demonstrate expertise in countering digital radicalization, particularly for teenagers who have been increasingly targeted by terrorist organizations like ISIS. Evaluation criteria will likely emphasize the applicant's proposed methodology for identifying high-risk countries, developing prevention strategies, and creating tools to recognize terrorist recruitment tactics. The application deadline is August 7, 2025, with an anticipated program start date of September 30, 2025.
The total available funding for this opportunity is $1,726,689, with a single anticipated award of up to $1,750,000 to support a 24-month program. The cooperative agreement will focus on leveraging cross-sector expertise to counter terrorist recruitment strategies, with particular emphasis on emerging technologies like artificial intelligence and online gaming platforms. The program aims to address a critical issue highlighted by recent data showing that teenagers accounted for up to two-thirds of ISIS-linked arrests in Europe, with children as young as 11 involved in terrorist plots. While the specific place of performance is not explicitly stated, the grant appears to have a global focus, with potential emphasis on regions experiencing high rates of youth radicalization.
Synopsis
In 2024, teenagers accounted for up to two-thirds of ISIS-linked arrests in Europe, with children as young as 11 involved in recent terrorist plots. With governments becoming increasingly concerned about this evolving threat and the increasingly younger age of children being targeted, there is a need to effectively prevent the exploitation of social media and online gaming platforms for terrorist radicalization and recruitment. CT therefore seeks a proposal that not only diminishes the availability of terrorist content but also provides vulnerable communities with the resources to identify terrorist threats online.
