About this opportunity

The Department of State Bureau of Counterterrorism is seeking proposals from 501(c)(3) nonprofits to develop strategies for preventing terrorist recruitment of youth through online platforms. The grant aims to address the growing threat of terrorist radicalization among teenagers, with a specific focus on reducing terrorist content availability online and providing vulnerable communities with resources to identify and resist online terrorist threats. Key objectives include developing innovative approaches to counter terrorist recruitment strategies, particularly targeting social media and online gaming platforms where young people are increasingly vulnerable to radicalization. Eligible applicants must demonstrate expertise in counterterrorism, online risk mitigation, and youth engagement strategies. The competitive grant opportunity requires a comprehensive proposal that outlines specific methodologies for identifying high-risk countries and developing intervention techniques. The application deadline is August 7, 2025, with an anticipated program start date of September 30, 2025.

The grant will provide up to $1,750,000 for a 24-month cooperative agreement under the Global Counterterrorism Programs (CFDA 19.701). The funding is designed to support a comprehensive approach to preventing terrorist recruitment, with a particular emphasis on international contexts where teenage terrorist recruitment has been most prevalent, such as Europe. The program will prioritize proposals that offer scalable and innovative solutions to online terrorist recruitment, with a focus on developing resources and training programs that can be implemented across different vulnerable communities. Applicants should be prepared to demonstrate a clear strategy for measuring impact and developing replicable intervention models.

Synopsis

In 2024, teenagers accounted for up to two-thirds of ISIS-linked arrests in Europe, with children as young as 11 involved in recent terrorist plots. With governments becoming increasingly concerned about this evolving threat and the increasingly younger age of children being targeted, there is a need to effectively prevent the exploitation of social media and online gaming platforms for terrorist radicalization and recruitment. CT therefore seeks a proposal that not only diminishes the availability of terrorist content but also provides vulnerable communities with the resources to identify terrorist threats online.
