About this opportunity
The Department of State Bureau of Counterterrorism is seeking a cooperative agreement with a 501(c)(3) nonprofit to develop a comprehensive strategy for preventing terrorist recruitment of youth online. The primary objective is to address the growing threat of terrorist radicalization through social media and online gaming platforms, with a specific focus on reducing terrorist content availability and providing vulnerable communities with resources to identify online terrorist threats. Eligible applicants must demonstrate the capability to create targeted interventions for youth aged 11-19, who have been increasingly involved in terrorist-related activities, particularly in European contexts. The grant will require applicants to develop a detailed logic model, performance monitoring plan, and a theory of change that outlines how the proposed program will mitigate terrorist recruitment risks. The application deadline is August 7, 2025, with key evaluation criteria likely focusing on the proposed methodology's effectiveness, potential community impact, and alignment with the Bureau of Counterterrorism's strategic goals.
The cooperative agreement will provide up to $1,750,000 for a 24-month program, with an anticipated start date of September 30, 2025. The funding is sourced from FY24 Economic Support Funds (ESF) under the Global Counterterrorism Programs (CFDA 19.701). While the specific place of performance is not explicitly defined, the program's focus suggests a potential international scope, with emphasis on strategies that can be implemented across vulnerable communities. The grant mechanism allows for a comprehensive approach to addressing youth terrorist recruitment, requiring detailed budgeting, performance tracking, and measurable outcomes that demonstrate the program's potential to reduce terrorist radicalization among young populations.
Synopsis
In 2024, teenagers accounted for up to two-thirds of ISIS-linked arrests in Europe, with children as young as 11 involved in recent terrorist plots. With governments becoming increasingly concerned about this evolving threat and the increasingly younger age of children being targeted, there is a need to effectively prevent the exploitation of social media and online gaming platforms for terrorist radicalization and recruitment. CT therefore seeks a proposal that not only diminishes the availability of terrorist content but also provides vulnerable communities with the resources to identify terrorist threats online.
