About this opportunity

The Department of the Navy Naval Facilities Engineering Command is seeking a cooperative agreement to restore 500 linear feet of shoreline at Naval Support Facility Indian Head in Charles County, Maryland. Qualified applicants must have personnel with environmental expertise, including a Project Principal with at least five years of experience and a Project Manager with a bachelor's degree or equivalent. The evaluation will likely focus on technical capability, environmental restoration approach, and permit acquisition strategy. Proposals are due by 2:00 PM EDT on June 23, 2025, with a mandatory site visit scheduled for June 5, 2025.

The estimated total budget for this cooperative agreement is $1,200,000, with $1,149,534.76 allocated for the base award and $17,358.80 for optional tasks. The performance period will be 18 months for the base period, with potential optional extensions up to a total of 46 months. The project will be conducted at Naval Support Facility Indian Head, located in northwestern Charles County, Maryland, specifically in the Stump Neck area. Eligible applicants include tribal governments, non-profit organizations, county governments, independent school districts, and city/township governments. The funding is provided under the Conservation and Rehabilitation of Natural Resources on Military Installations program (CFDA 12.005), which supports environmental management on Department of Defense lands.
