About this file
The document is a Government Pre-Proposal Inquiry Form for the Naval Support Facility (NSF) Indian Head Shoreline Restoration 4B6-1 & 2 project, which contains a series of questions and responses related to a cooperative agreement. The opportunity, administered by the Department of the Navy Naval Facilities Engineering Command, seeks to restore 500 linear feet of shoreline through living shoreline techniques, including boulder toe, sand and gravel fill, filter cloth, native plantings, and headland structures to reduce erosion and nonpoint source pollution.
The project falls under the Conservation and Rehabilitation of Natural Resources on Military Installations program (CFDA 12.005), which supports environmental management on Department of Defense lands. Key details include requirements for the cooperator to obtain necessary permits from Charles County, Maryland, the State of Maryland, and the US Army Corps of Engineers, as well as responsibilities for design, permitting, and potential mitigation plans. The inquiry form addresses specific questions about cultural resources, access points, potential eagle nest sites, invasive species treatment permits, and site-specific logistical considerations for the shoreline restoration effort.

| Question No. | Date Received | REFERENCE | QUESTION | GOVERNMENT RESPONSE | Amend No. | ||
| Page | Section | Para. | |||||
| 1 | 6/10/25 | What is the extent of the cultural resources in the grassy area, is there a map you could provide? | The GIS data will be provided to the winning bid and this will provide the utilities, CR site, eagle nest site, etc. NSFIH personnel may be able to provide old surveys, but any request to work in that area will require SHPO consultation per previous discussion with Cultural Resource Manager. | 1 | |||
| 2 | 6/10/25 | Would we be able to use the grassy area for access if a mat was utilized? | Assumed yes. | 1 | |||
| 3 | 6/10/25 | Can you provide a description of the suggested access points and stockpile area for this project (maps or photos would be ideal)? | Stockpile area is most likely on the cleared grassy area at the tip of the 4B6-2 location. The Cooperator would bring in materials as needed since the site would not hold all materials for both sills. | 1 | |||
| 4 | 6/10/25 | If mitigation for SAV is required by the regulatory agencies, is the cooperator responsible for designing, implementing and monitoring the mitigation project? | The Cooperator is responsible for obtaining permits, if mitigation is required then the Cooperator is responsible for providing a mitigation plan in consultation with the Navy. If a monitoring plan is required the Cooperator will provide the plan but will not be responsible for execution. If the sills are pulled tighter to the shoreline, they would most likely avoid SAV as this area of the creek is very shallow. However, it is unknown until the JPA is submitted. | 1 | |||
| 5 | 6/10/25 | Can the Navy provide additional information on the process for obtaining a toxic materials permit for invasive species treatments? | Reference Maryland Department of the Environment General Discharge Permit For Discharges from the Application of Pesticides. Permit would be required for restored post-planting treatment/monitoring. (https://mde.maryland.gov/programs/permits/WaterManagementPermits/Documents/17PE/17PE-FactSheet-Final.pdf) | 1 | |||
| 6 | 6/10/25 | Please provide all available mapping and documentation of nearby bald eagle's nest, cultural resources, and utilities. | The GIS data will be provided to the winning bid and this will provide the utilities, CR site, eagle nest site, etc. NSFIH personnel may be able to provide old surveys, but any request to work in that area will require SHPO consultation per previous discussion with Cultural Resource Manager. | 1 | |||
| 7 | 6/10/25 | Please provide a copy of the previous design plans for nearby shoreline structures. | Cannot access the complete design for the previous work in that area due to lost files during a past Navy technology refresh. Attached is the area where the sills have been completed and the CR site is an issue. Reach 4B-C site was avoided at that time so it is guessed that it will be in the same condition. | 1 |
