About this opportunity

The National Institutes of Health seeks applications for the Limited Competition: Instrumentation Grant Program for Resource-Limited Institutions (S10 - Clinical Trial Not Allowed), with a rolling application deadline of January 26, 2029. Eligible applicant categories include public and private higher education institutions, nonprofits, tribal organizations and governments, state and local governments, small businesses, and for-profit organizations, provided they are domestic entities located in the United States or territories.

Eligibility is restricted to institutions that have received less than $6 million annually in NIH Research Project Grants over the past three fiscal years, award undergraduate and/or graduate degrees in biomedical sciences, and enroll at least 35 percent of undergraduate students supported by Pell grants (calculated as a three-year average), or are Historically Black Colleges and Universities or Tribal colleges and universities. No cost share or matching requirements apply. Foreign organizations and non-domestic components of U.S. organizations are ineligible.

Awards range from $25,000 to $250,000 for a single specialized instrument or integrated instrumentation system. The program anticipates rolling review cycles with scientific merit review in November 2026, July 2027, November 2027, July 2028, and November 2028, followed by advisory council review in January/April of the following years, with earliest start dates in July following council review. Requested instruments may support biomedical research and education in basic, translational, biomedically-related behavioral, or clinical fields.

Applicants must identify at least three Major Users with demonstrated scientific or educational need for the instrument; multiple principal investigators are not permitted. Required application components include detailed equipment specifications with itemized vendor quotes, a four-page Plan for Research and Education Capacity Building, a one-page Technical Expertise section, a two-page Organizational Plan, and letters of support from institutional officials certifying eligibility and institutional commitment. Service contracts for up to five years may be included. No indirect costs, cost sharing, or salaries for technical personnel are allowable.

Evaluation criteria assess justification of need, available technical expertise, research and education project suitability, administrative management capability, and institutional commitment to long-term instrument operation and maintenance. The program operates under CFDA 93.351 (Research Infrastructure Programs) and related NIH instrumentation mechanisms.
