About this opportunity

The Department of Housing and Urban Development is soliciting applications for the Lead Hazard Reduction Grant Program with an application deadline of August 31, 2026 at 11:59 PM Eastern Time and an estimated 30 awards totaling approximately $239.1 million.

Eligible applicants are state governments, county governments, city or township governments, special district governments, and federally recognized Native American tribal governments. Applicants must have a current, approved Consolidated Plan and cannot have outstanding civil rights violations. Federal agencies and federal employees are ineligible.

A 10 percent cost match is required. A minimum of 65 percent of federal funds must be expended on direct lead hazard control activities, and administrative costs are capped at 10 percent. Maximum grant awards range from $4 million to $7.85 million depending on applicant category and housing unit inventory. First-time grantees or applicants whose previous grant ended two or more years ago may request Healthy Homes Supplemental funding up to $400,000; other applicants may request up to $850,000 to address housing hazards beyond lead control.

The program funds comprehensive lead-based paint hazard identification and control in pre-1978 target housing serving low-income families, with work performed in eligible privately-owned rental or owner-occupied housing within the applicant's jurisdiction or through executed contracts or memoranda of understanding with other jurisdictions. The performance period is 48 months, beginning November 2, 2026 through November 1, 2030. Anticipated award date is September 21, 2026.

Merit review uses a 102-point scoring system: Capacity of the Applicant and Relevant Organizational Experience (60 points, including up to 2 points for Section 3 compliance) and Justification of Need based on pre-1978 housing stock, children under age six, and elevated blood lead levels (40 points), plus up to 2 preference points for activities in Opportunity Zones. Minimum qualifying score is 70 points.

Funding comprises approximately $115.8 million for Lead Hazard Reduction Demonstration grants targeting jurisdictions with highest lead-based paint abatement needs, approximately $53.4 million for Lead-Based Paint Hazard Control grants for other jurisdictions and first-time grantees, and approximately $69.9 million for Healthy Homes Supplemental activities.

CFDA 14.900.

Synopsis

The purpose of the Lead Hazard Reduction (LHR) Grant Program is to maximize the number of children under the age of six protected from lead poisoning by assisting states, Native American Tribes, cities, counties/parishes, or other units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately-owned rental or owner-occupied housing, which must be target housing. In addition, there is Healthy Homes Supplemental funding available that is intended to enhance the lead-based paint hazard control activities by comprehensively identifying and addressing other housing hazards that affect occupant health in homes with lead-based paint hazards being treated under the grant.
