About this file
This document is a memorandum from the U.S. Department of Housing and Urban Development (HUD) establishing a Finding of No Significant Impact (FONSI) under the National Environmental Policy Act for the Fiscal Year 2026 Lead Hazard Reduction Grant Program (FHC-2600-DC-0013). HUD determined that the notice does not represent a substantive or significant change to previously published notices (FR-6900-N-13 and FR-6800-N-13) and therefore does not require preparation of an Environmental Impact Statement. The Lead-Based Paint Hazard Reduction Grant Program is authorized by Section 1011 of the Residential Lead-Based Paint Hazard Reduction Act of 1992 (Title X of the Housing and Community Development Act of 1992, 42 U.S.C. 4852) and sections 501 and 502 of the Housing and Urban Development Act of 1970. Funding is provided by the Consolidated Appropriations Act, 2024 (Public Law 118-42), the Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4), and the Consolidated Appropriations Act, 2026 (Public Law 119-75, approved February 3, 2026).
The program assists states, cities, townships, federally recognized Native American tribes, and other units of local government with Environmental Protection Agency-authorized lead abatement certification programs in identifying and controlling lead-based paint hazards in eligible privately owned rental or owner-occupied housing. Allowable grant activities include general management and oversight, pre-hazard control blood lead testing, lead dust and paint-chip testing, housing intervention activities, temporary relocation, staff costs for program administration, targeted outreach and education, equipment purchases under $5,000, data collection and analysis, liability insurance, and participation in technical studies. Optional Healthy Homes Supplemental funds support identification and remediation of additional housing-related health and safety hazards beyond lead control. Recipients carrying out lead hazard control work on units located outside their jurisdiction must execute contracts or memoranda of understanding with other jurisdictions. Environmental review requirements apply under 24 CFR parts 50 and 58, with specific compliance procedures outlined for tiered environmental reviews and community relations protocols.

U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT
WASHINGTON, DC 20410-3000
OFFICE OF LEAD HAZARD CONTROL
AND HEALTHY HOMES
MEMORANDUM FOR: Yolanda A. Brown, Acting Deputy Director, Office of Lead Hazard
Control and Healthy Homes, L
FROM: Larry Byrd, Acting Director, Lead and Healthy Homes Programs
Division, Office of Lead Hazard Control and Healthy Homes, L
SUBJECT: Finding of No Significant Impact under the National Environmental
Policy Act – Notice of Funding Availability for Fiscal Year 2026:
Lead Hazard Reduction Grant Program (FHC-2600-DC-0013)
It is the finding of this Office that the content of the subject Notice (FHC-2600-DC-
0013) (attached) does not represent a substantive or significant change to the content of the previously published Notices (FR-6900-N-13 and FR-6800-N-13).
As such, the following determination remains: the subject Notice does not constitute a major federal action having an individually or cumulatively significant effect on the human environment and therefore does not require the preparation of an Environmental Impact
Statement.
The notice sets out the guidance to govern the Lead-Based Paint Hazard Reduction
Grant Program, which is authorized by Section 1011 of the Residential Lead-Based Paint
Hazard Reduction Act of 1992 (Title X of the Housing and Community Development Act of
1992, 42 U.S.C. 4852), and sections 501 and 502 of the Housing and Urban Development Act of 1970 (12 U.S.C. 1701z-1 and 1701z-2). Funding for this program is provided by the
Consolidated Appropriations Act, 2024 (Public Law 118-42, approved March 9, 2024), the
Full-Year Continuing Appropriations and Extensions Act, 2025 (Public Law 119-4, approved
March 15, 2025), and the Consolidated Appropriations Act, 2026 (Public Law 119-75, approved February 3, 2026).
This brief Environmental Assessment and Finding of No Significant Impact provides verification that the attached Environmental Assessment and FONSI for FR-6900-N-13 and
FR-6800-N-13 remain applicable to this Notice.
