About this opportunity
The Centers for Disease Control and Prevention is soliciting applications for cooperative agreements to establish a Network of Influenza Modeling and Forecasting Centers, with applications due June 29, 2026 at 11:59 p.m. Eastern Time.
Eligible applicants include state and county governments, institutions of higher education (public and private), Native American tribal organizations, 501(c)(3) nonprofits, non-501(c)(3) nonprofits, public or Indian housing authorities, city and township governments, special district governments, independent school districts, and other entities as specified in the NOFO. Federal Funding and Research Development Centers cannot be prime awardees but may participate as subawards.
The CDC will award up to 7 cooperative agreements totaling $16.625 million over five years, with an average annual award of $475,000 per site (flat budget with no increases permitted). The award provides $2.375 million per applicant over the full performance period, subject to available appropriations and satisfactory progress. Only year one budget details are required in the budget narrative. Award date is September 15, 2026, with performance beginning September 30, 2026.
All recipients must implement three required strategies: establish and operate a network site, collaborate across the network, and document scientific findings. Recipients must also implement at least one of two additional strategies: inform prevention and control strategies through influenza modeling, or produce seasonal forecasts demonstrating real-time forecasting capacity for all 50 states weekly. Optional strategies include synthesizing collaborative results, communicating findings to public health partners, and extending applications to pandemic influenza. At least one letter of support (maximum two total) must come from a public health partner (state, county, local, or international health department).
Evaluation is weighted across four criteria: Background and Approach (45 points), Evaluation and Performance Measurement Plan (20 points), and Organizational Capacity (35 points). The CFDA number is 93.185 (Immunization Research, Demonstration, Public Information and Education Training and Clinical Skills Improvement Projects). Letters of intent are optional. Related documents including a question-and-answer document and informational call slides have been posted.
Synopsis
The purpose of this Notice of Funding Opportunity (NOFO) is to grow a network of researchers that strengthens CDC"s use of influenza modeling and forecasting to provide situational awareness, inform influenza prevention and control efforts, advance the science of influenza forecasting and modeling, and enhance communication of related findings with key partners, including state, local, and non-governmental organizations. These efforts will inform strategies to mitigate influenza-related morbidity and mortality. This includes populations at higher risk of influenza or with lower uptake of or access to influenza prevention and control measures.
