About this opportunity

The Department of Transportation Pipeline and Hazardous Materials Safety Administration is soliciting applications for the FY 2026 Assistance for Local Emergency Response Training (ALERT) grant to fund hazmat response training for volunteer and remote emergency responders, with applications due June 22, 2026.

Eligible applicants must be IRS-recognized 501(c)(3) nonprofit organizations capable of delivering established curricula compliant with National Fire Protection Association standards. No cost share or matching is required. PHMSA anticipates $1,000,000 in total funding with individual awards ranging from $100,000 to $500,000. The period of performance spans a minimum of 12 months to a maximum of 24 months, with awards anticipated by September 30, 2026.

Training must address hazardous materials response activities related to the transportation of crude oil, ethanol, and other flammable liquids by rail, delivered through in-person or web-based formats. Applicants must represent or establish regional public-private partnerships. Ineligible costs include entertainment, alcohol, overtime, stipends for trainees, and pre-award costs without prior approval.

PHMSA evaluates applications on technical criteria (curriculum capability, needs assessment, expertise), programmatic criteria (training delivery model, output measures, cost per student, evaluation strategy), and administrative completeness. Applications are rated as exceptional, acceptable, or unacceptable, with special emphasis on coherent project narratives aligned with the funding announcement outline and necessary, reasonable, allowable, and allocable budget costs.

Grant recipients must maintain detailed accounting systems, submit annual progress reports and Federal Financial Reports (SF-425) if performance exceeds 12 months, and final reports within 120 days of completion. Records must be retained for three years following submission of the final Financial Status Report. Entities expending $1,000,000 or more in federal awards annually are subject to single or program-specific audit requirements.

The program operates under CFDA 20.709 and requires compliance with 2 CFR 200 regarding uniform administrative requirements, cost principles, and audit requirements for federal awards.

Synopsis
