About this opportunity

The Department of Transportation's Pipeline and Hazardous Materials Safety Administration (PHMSA) is seeking technical assistance projects related to pipeline safety through the Technical Assistance Grants (TAG) program. The grant opportunity aims to fund local communities, non-profit organizations, and governmental subdivisions to conduct engineering and scientific analysis of pipeline safety issues, enhance public understanding of pipeline operations, and improve community involvement in pipeline safety. Eligible applicants must provide projects that go beyond regulatory compliance, focusing on identifying and mitigating pipeline failure risks, addressing safety concerns, and developing innovative approaches to pipeline safety. Evaluation criteria will include clear project goals, demonstrated commitment to pipeline safety, alignment with safety improvement strategies, and potential for learning and technology transfer. Key dates include a questions deadline of June 13, 2025, and an application submission deadline of June 20, 2025.

The FY 2025 TAG Awards anticipate total funding of $2 million, with individual grant awards not exceeding $100,000, except for one potential $1 million award designated for a specific nonprofit public safety advocate. The period of performance for awarded grants will be 12 months from the award date, with PHMSA planning to make awards no later than September 30, 2025. Applicants must register on grants.gov, maintain an active System for Award Management (SAM) registration, and comply with all federal grant requirements. Funding cannot be used for lobbying, litigation support, direct advocacy regarding pipeline projects, or regulatory compliance activities. Since 2009, PHMSA has awarded over $20.4 million in TAG funding for more than 282 technical assistance projects focused on pipeline emergency response, damage prevention, safety information resources, and community awareness.
