About this file
The provided document is a Technical Assistance Grant (TAG) Project Narrative Template for the Department of Transportation's Pipeline and Hazardous Material Safety Administration (PHMSA) FY 2025 TAG Awards. The template guides applicants through a structured seven-question application process focused on pipeline safety, requiring detailed responses about project scope, safety concerns, community partnerships, performance improvements, project planning, evaluation metrics, and potential knowledge transfer. Applicants must specifically address how their proposed project supports safety, equity, and climate change while targeting areas with significant pipeline failure risks.
The federal grant opportunity provides funding between $13,500 and $1,000,000 (with most awards around $100,000) to local communities, non-profit organizations, and governmental subdivisions for technical assistance related to pipeline safety. The current funding opportunity anticipates $2 million in total awards, with individual grants not exceeding $100,000 (except for one $1 million award). Eligible activities include engineering analysis, scientific review, public awareness campaigns, emergency response capability improvements, and developing technology solutions to mitigate pipeline-related risks. The program, listed under CFDA Number 20.710, aims to strengthen public participation and understanding of pipeline safety operations.
