About this opportunity

The Federal Emergency Management Agency is soliciting applications for the Fiscal Year 2026 Nonprofit Security Grant Program to fund physical and cybersecurity hardening at nonprofit facilities at risk of terrorist or extremist attack, with applications due July 24, 2026. Eligible applicants are State Administrative Agencies serving as pass-through entities; nonprofit organizations apply as subapplicants through their respective state agency and cannot apply directly to FEMA. Eligible nonprofits must be 501(c)(3) tax-exempt organizations at high risk of terrorist or extremist attack, including houses of worship, educational facilities, medical facilities, and community centers. Total funding of $300 million is distributed across two streams: NSGP-Urban Area with $150 million for nonprofits in designated high-risk urban areas, and NSGP-State with $150 million for nonprofits outside these areas. Individual nonprofit awards range from $269,000 to $32 million for NSGP-UA and $1.4 million to $5.9 million for NSGP-S. No cost share is required. The period of performance runs September 1, 2026, through August 31, 2029. Allowable costs include planning, equipment (limited to an authorized equipment list), training, exercises, contracted security personnel, maintenance, and management and administration up to 5 percent of the award. Unallowable costs include organizational overhead, operational overtime, hiring public safety personnel, and risk or vulnerability assessments. Selection criteria emphasize documented threat and vulnerability analysis, alignment with national priority areas including protection of soft targets, cybersecurity enhancement, and election security, and demonstrated feasibility of completing projects within the three-year performance period. Applications require Investment Justifications with vulnerability assessments, mission statements, and proposed security projects evaluated on a 41-point scale across 13 criteria addressing organizational significance, threat analysis, vulnerability assessment, facility hardening proposals, prevention focus, project feasibility, management capability, and outcome articulation. The program operates under CFDA 97.008.
