About this opportunity
The Department of State Bureau of Counterterrorism seeks applicants to provide technical assistance, tailored curriculum development, and case-based mentoring to strengthen Tajikistan's anti-money laundering and counterterrorism financing (AML/CFT) investigation and prosecution capabilities, particularly targeting terrorist financing flows linked to ISIS-K. Eligible applicants include not-for-profit organizations, educational institutions, for-profit organizations, and public international organizations, and must obtain a Unique Entity Identifier and maintain active registration in SAM.gov. Applications must address situational analysis, problem statement, alignment with U.S. counterterrorism strategy, project activities, logic models, theories of change, and a preliminary performance monitoring plan incorporating at least three relevant counterterrorism indicators. Evaluation criteria include quality and feasibility (30 points), organizational capacity and previous grants record (20 points), program planning and outcome achievement (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The application deadline is June 8, 2026, at 5:00 P.M. Washington, D.C. time, with submissions required through Grants.gov or MyGrants.
One award of $1,480,019 is anticipated from FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds, with a maximum performance period of 24 months and an anticipated program start date of September 30, 2026. The primary place of performance is Tajikistan, though regional training or events may occur outside the country provided the bulk of activities remain within Tajikistan. Beneficiary institutions include the Prosecutor General's Office, Customs, the Financial Intelligence Unit, and other entities involved in financial investigations. Cost sharing is encouraged but not required, and applicants may propose either operational case support or systemic and legal reform approaches based on feasibility and budget constraints.
Synopsis
This project seeks to counter the ability of terrorist organizations, including ISIS-K, to exploit vulnerabilities in Tajikistan's anti-money laundering and financing of terrorism (AML/CFT) regime to finance external operations targeting the U.S. Homeland and interests abroad. The Financial Action Task Force (FATF) has called attention to multiple deficiencies in Tajikistan's AML/CFT regime, including terrorist financing investigations and domestic coordination capabilities. FATF has also highlighted Tajikistan's ability to conduct parallel financial investigations is impeded due to limited ability to access and utilize financial data, legal system time constraints, and a lack of trained financial investigators. The project should provide technical assistance, a tailored curriculum, and case-based mentoring to strengthen Tajikistan's ability to successfully investigate and prosecute terrorist financing cases, in line with FATF standards.
