About this opportunity

The Department of State Bureau of Counterterrorism is soliciting proposals for a grant to counter terrorist financing flows in and through Tajikistan by strengthening the country's anti-money laundering and counterterrorism financing (AML/CFT) regime. The project will deliver technical assistance, tailored curriculum development, and case-based mentoring to enhance Tajikistan's capacity to investigate and prosecute terrorist financing cases in compliance with Financial Action Task Force (FATF) standards, addressing deficiencies in financial investigator training, legal system processes, and interagency coordination. Eligible applicants include not-for-profit organizations, educational institutions, for-profit organizations, public international organizations, and governmental institutions, all of which must possess a Unique Entity Identifier (UEI) and active registration in SAM.gov. Applications will be evaluated on six criteria: quality and feasibility (30 points), organizational capacity (20 points), program planning (15 points), monitoring and evaluation (15 points), budget (10 points), and sustainability (10 points). The submission deadline is June 8, 2026, at 5:00 P.M. (Washington, D.C. time), with applications to be submitted electronically through Grants.gov or MyGrants; only one proposal per organization is permitted.

The anticipated award is $1,480,019 from FY25/26 Nonproliferation, Anti-terrorism, Demining and Related Programs (NADR) funds, with a project performance period of 24 months or less and a program start date of September 30, 2026. The grant supports activities targeting Tajikistan, including the development of prosecutorial guidance, financial intelligence unit engagement, banking sector involvement, and mentoring for law enforcement and prosecutorial officials responsible for terrorist financing investigations. Applicants must submit a proposal of no more than 12 pages that includes a situational analysis, problem statement, alignment with U.S. counterterrorism strategy, project activities, logic model, theory of change, and a Performance Monitoring Plan (PMP) containing at least three relevant counterterrorism indicators.

Synopsis

This project seeks to counter the ability of terrorist organizations, including ISIS-K, to exploit vulnerabilities in Tajikistan's anti-money laundering and financing of terrorism (AML/CFT) regime to finance external operations targeting the U.S. Homeland and interests abroad. The Financial Action Task Force (FATF) has called attention to multiple deficiencies in Tajikistan's AML/CFT regime, including terrorist financing investigations and domestic coordination capabilities. FATF has also highlighted Tajikistan's ability to conduct parallel financial investigations is impeded due to limited ability to access and utilize financial data, legal system time constraints, and a lack of trained financial investigators. The project should provide technical assistance, a tailored curriculum, and case-based mentoring to strengthen Tajikistan's ability to successfully investigate and prosecute terrorist financing cases, in line with FATF standards.
