About this opportunity
The Department of State Bureau of Counterterrorism seeks qualified applicants to provide technical assistance, tailored curriculum development, and case-based mentoring to strengthen Tajikistan's capacity to investigate and prosecute terrorist financing cases in compliance with Financial Action Task Force (FATF) standards. This grant opportunity specifically targets the need to counter terrorist organizations, including ISIS-K, from exploiting vulnerabilities in Tajikistan's anti-money laundering and counterterrorism financing (AML/CFT) regime. Key objectives include addressing documented deficiencies in terrorist financing investigations, enhancing domestic coordination capabilities, improving parallel financial investigation capacity, and training financial investigators to overcome legal system constraints and data access limitations. Applicants must demonstrate expertise in counterterrorism capacity building, AML/CFT compliance, and law enforcement training. The proposal deadline is June 8, 2026, with applications submitted through the established federal grant submission process.
Award values under the Global Counterterrorism Programs (CFDA 19.701) typically range from $500,000 to $7 million, with performance periods spanning 12 to 36 months depending on project scope and complexity. The primary place of performance will be Tajikistan, where implementers must work directly with Tajik law enforcement and financial investigation units to build institutional capacity and strengthen prosecutorial capabilities. Successful applicants will likely include international organizations, non-profit entities with proven experience in security sector assistance, and organizations specializing in law enforcement training and counterterrorism programming.
Synopsis
This project seeks to counter the ability of terrorist organizations, including ISIS-K, to exploit vulnerabilities in Tajikistan's anti-money laundering and financing of terrorism (AML/CFT) regime to finance external operations targeting the U.S. Homeland and interests abroad. The Financial Action Task Force (FATF) has called attention to multiple deficiencies in Tajikistan's AML/CFT regime, including terrorist financing investigations and domestic coordination capabilities. FATF has also highlighted Tajikistan's ability to conduct parallel financial investigations is impeded due to limited ability to access and utilize financial data, legal system time constraints, and a lack of trained financial investigators. The project should provide technical assistance, a tailored curriculum, and case-based mentoring to strengthen Tajikistan's ability to successfully investigate and prosecute terrorist financing cases, in line with FATF standards.
