About this opportunity

The Department of State's Bureau of Democracy, Human Rights and Labor seeks applicants for projects to combat child trafficking as part of a Child Protection Compact (CPC)—a multi-year plan developed jointly by the United States and a recipient country to strengthen capacity to prosecute and convict child traffickers, provide comprehensive care and support for child victims, and prevent child trafficking in all forms. Applications are due January 1, 2099.

Eligible applicants are 501(c)(3) nonprofit organizations. The program operates under CFDA 19.019, International Programs to Combat Human Trafficking, administered by the TIP Office (Office to Monitor and Combat Trafficking in Persons).

Projects fund activities across the "3 Ps" strategy: prevention of trafficking, protection and assistance of victims, and prosecution of traffickers. Recent awards under the parent program have ranged from $500,000 to $7 million with performance periods typically spanning five years. The program has funded victim identification and referral services, shelter and reintegration support, awareness campaigns, capacity building for law enforcement and justice system personnel, technical assistance for implementing survivor-centered approaches, and research initiatives. Award recipients have implemented programs across diverse geographic locations including Malaysia, Laos, Cambodia, Paraguay, Peru, Turkmenistan, the Solomon Islands, the Federated States of Micronesia, Uruguay, and Indonesia.

All selection criteria are set forth in the Notice of Funding Opportunity (NOFO). Applicants should consult the full solicitation on Grants.gov for award ceilings, expected number of awards, cost share requirements, and detailed evaluation criteria.
