About this opportunity

The Department of State Bureau of Democracy, Human Rights and Labor seeks applicants for grants to combat child trafficking through Child Protection Compacts (CPCs)—multi-year joint plans between the United States and recipient countries designed to strengthen prosecution and conviction of child traffickers, provide comprehensive care for child victims, and prevent child trafficking in all forms, with applications due January 1, 2099.

Eligible applicants include U.S.-based and foreign nongovernmental organizations, international organizations, for-profit entities, and universities and institutions of higher learning. Awards operate under CFDA 19.019 (International Programs to Combat Human Trafficking), administered by the Department of State's Office to Monitor and Combat Trafficking in Persons (TIP Office). The TIP Office employs a "3 Ps" strategy: prevention of trafficking, protection and assistance of victims, and prosecution of traffickers.

Award periods extend up to three years. Recent awards under the parent program have ranged from $500,000 to $7 million, with performance periods typically spanning five years. Funded activities have included victim identification and referral services, shelter and reintegration support, awareness campaigns, capacity building for law enforcement and justice system personnel, and technical assistance for survivor-centered approaches. Projects operate across multiple geographic regions.

Frequently awarded entities under the parent program include the International Organization for Migration, International Justice Mission, Save The Children Federation, Winrock International, and United Nations Office on Drugs and Crime, with recent awards amended in late 2025 to remove previously imposed restrictions and approve budget modifications. All selection criteria are set forth in the Notice of Funding Opportunity on Grants.gov. Program payments are processed through the Payment Management System operated by the Department of Health and Human Services.

Synopsis

The TIP Office invites applications for projects to combat all forms of child trafficking as part of a potential Child Protection Compact (CPC) between the United States and a recipient country proposed by the applicant. A CPC is a multi-year plan developed jointly by the United States and another government to strengthen capacity to effectively prosecute and convict child traffickers, provide comprehensive care and support for child victims, and prevent child trafficking in all its forms.
