About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 1 seeks upgrade of the steam distribution system at VA Central Western Massachusetts Healthcare System (Edward P. Boland VA Medical Center) in Leeds, Massachusetts, with proposals due September 29, 2026. The procurement is a Service-Disabled Veteran-Owned Small Business sole-source set-aside, limited to contractors currently on the PCAC VISN 1 Construction MATOC (Contract 36C77626), foreclosing all other competition.
Place of performance is Leeds, Northampton, Massachusetts, spanning Buildings 1, 4, 5, 8, 9, 15, and 16 on the Edward P. Boland campus. Work encompasses complete removal and replacement of high-, medium-, and low-pressure steam and condensate distribution piping; removal of asbestos-containing pipe insulation and lead-based paint; replacement of control valves, thermostatic traps, and domestic water heaters; installation of direct digital control systems with JCI Metasys Building Management System (SNE systems not acceptable); and integration with fire-rated containment and ICRA barriers across an active medical center. The contract runs 730 calendar days from Notice to Proceed, with mobilization required within 120 calendar days. Contractor must staff a dedicated Project Manager (10+ years experience, 5+ in management), Superintendent (10+ years construction, 5+ as superintendent), CQC System Manager, MEP Coordinator, and Site Safety and Health Manager—all with OSHA 30 certification. Work phasing requires 60–180 calendar days' advance notice for facility closures depending on building and function; off-hours work (6 PM–7 AM or 7:30 PM–5 AM) is mandated in certain occupied clinical spaces. Non-destructive testing of pipe welds requires radiographic examination for high-pressure steam (15 PSI) and selective testing for low-pressure steam. Prevailing wage rates per Massachusetts General Decision MA20260003 apply; Massachusetts tax-exempt certificate (Form ST-5C) will be provided at award. The project magnitude is estimated between $10 million and $20 million. NAICS 236220; PSC Z2NZ. Evaluation uses Lowest Price Technically Acceptable. Proposal submission requires two volumes: Volume I addressing management approach, past performance, and technical qualifications; Volume II containing signed pricing with itemized cost breakdown. A mandatory site visit was held August 26, 2026. Amendment 001 extended the RFI due date to September 8 and offer deadline to September 22; Amendment 002, issued September 16, extended the offer deadline to September 29 and incorporated 53 RFI responses addressing tax exemptions, Buy American compliance, testing specifications, shutdown protocols, warranty terms, BMS requirements, and acceptable valve alternatives. No additional RFIs are accepted after Amendment 002.
