About this file

This is a specification document for the Upgrade Steam Distribution Phase 2 project at the VA Medical Center in Central Western Massachusetts (Leeds, MA), project number 631-19-002. The work involves removal and replacement of steam and condensate distribution piping systems across seven buildings (Buildings 1, 4, 5, 8, 9, 15, and 16) on the Edward P. Boland VA Medical Center campus. The base bid includes complete demolition of existing high, medium, and low-pressure steam distribution systems; installation of new low-pressure steam and condensate distribution; replacement of control valves, thermostatic traps, and related components; replacement of domestic water heaters; and construction of fire-rated containment and ICRA barriers. Work also includes removal of hazardous materials such as asbestos-containing pipe insulation and lead-based paint, power distribution to new system components, and integration with the existing building management system.

The contract period of performance is 730 calendar days from Notice to Proceed, with mobilization required within 120 calendar days. The specification includes eight unit cost line items for fin-tube radiation components and enclosure modifications, plus eight add/deduct unit price items for asbestos abatement work (with a maximum 15 percent variance between add and deduct prices). Key management requirements include dedicated Project Manager (10+ years experience, 5+ in management), Superintendent (10+ years construction, 5+ as superintendent), CQC System Manager, MEP Coordinator, and Site Safety and Health Manager, all with OSHA 30 certification. The project requires coordination with multiple mechanical, electrical, plumbing, and fire protection systems while maintaining continuous facility operations at an active medical center. Contractor responsibilities include site security compliance (PIV badging), photographic documentation by commercial photographer, utility interruption coordination with 7-21 days advance notice, asbestos and lead abatement compliance, and comprehensive warranty management including extended warranties for critical systems.

B. To ensure such executions, Contractor shall furnish the COR with a schedule of approximate phasing dates on which the Contractor intends to accomplish work in each specific area of site, building or portion thereof. In addition, Contractor shall notify the COR fifteen (15) work days in advance of the proposed date of starting work in each specific area of site, building or portion thereof, unless noted otherwise. Arrange such phasing dates to ensure accomplishment of this work in successive phases mutually agreeable to the COR and Contractor, as follows:

a. All buildings will be occupied during performance of work, but immediate areas of alterations will be vacated per discretion of COR.

b. In occupied areas where end users will have to be relocated or disrupted during construction, the Contractor shall notify the COR a minimum of 35 days in advance of planned work starting in a specified area to accommodate the 33 day union notification required for VA employees

c. See phasing supplement drawings for additional notification requirements.

d. In outpatient care areas, the Contractor shall notify the COR a minimum of

180 calendar days in advance of planned work to coordinate any outpatient care wing closure.

e. Phasing supplement includes VA’s preferred estimated duration for closure/impacts. Contractor to coordinate with the COR expected actual duration prior to the start of work. All work shall be completed within the agreed upon duration to not impact patient care.
