About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 15 seeks Service-Disabled Veteran Owned Small Business (SDVOSB) contractors to replace roofs on three buildings at the St. Louis Medical Center, Jefferson Barracks, with proposals due April 23, 2026, and a mandatory site visit scheduled for April 9, 2026.

This procurement is restricted to SDVOSB firms certified in SBAVetCert and registered in SAM.gov at proposal submission and award. Place of performance is the St. Louis Medical Center, Jefferson Barracks. The scope covers complete demolition and removal of existing roofing systems and installation of new thermoplastic polyolefin (TPO) membranes with associated insulation, vapor retarders, substrate boards, cover boards, and metal flashing across three buildings: Building 1 (approximately 30,000 square feet of elevated wood-framed roofing), Building 52 (approximately 35,000 square feet of built-up roof with reflective slurry mop), and Building 53 (approximately 24,500 square feet of built-up roof with reflective slurry mop). Total roofing area is approximately 89,500 square feet.

The performance period is 365 calendar days from Notice to Proceed. The estimated construction magnitude is between $2 million and $5 million, with a firm-fixed-price contract. NAICS code 236220 applies; the $45 million small business size standard governs eligibility. For general construction contracts, the limitation on subcontracting requirement restricts payment to non-certified SDVOSB/VOSB firms to no more than 85 percent of government payment, excluding materials. Davis-Bacon prevailing wage rates apply. Proposals require three volumes: technical proposal with limitations on subcontracting certification, price proposal with SF 1442 and amendments, and bid bond documentation, submitted via email to maria.hoover@va.gov and kevin.farrell@va.gov. Award uses Lowest Price Technically Acceptable source selection, evaluated on relevant past performance of the prime, technical construction experience of the prime, technical qualifications of proposed roofing subcontractors and suppliers, technical qualifications of proposed key personnel (Project Manager, Quality Control Manager, On-Site Safety Officer, and On-Site Superintendent), and the prime contractor's safety plan. The work must coordinate with ongoing medical center operations, with construction activities generally scheduled after 4:30 p.m. to 12:30 a.m. and weekends.
