About this file
This is a comprehensive 100% contract specifications document for the replacement of roofs on three buildings (1, 52, and 53) at the St. Louis VA Medical Center Jefferson Barracks. The project, identified as 657-24-110JB, encompasses approximately 89,500 total square feet across the three buildings, with Building 1 requiring 30,000 sq ft, Building 52 requiring 35,000 sq ft, and Building 53 requiring 24,500 sq ft of new roofing.
The work scope includes complete demolition and removal of existing roofing systems and installation of new thermoplastic polyolefin (TPO) roofing membranes with associated components including roof deck insulation, vapor retarders, substrate boards, cover boards, and metal flashing. The contractor must perform all preparatory work, temporary environmental controls, dust control with HEPA filtration, protected storage areas during construction, and maintain continuous building watertight conditions. The specifications mandate a critical path method (CPM) project schedule with activities detailing demolition, re-roofing preparation, insulation installation, TPO membrane installation, flashing, and roofing accessories, with an estimated 365-day period of performance. The estimated project completion timeline extends from the official project start date through final acceptance. Key requirements include compliance with NFPA 70, NFPA 70E, NFPA 780, OSHA standards, and sustainability requirements including minimum 50 percent construction waste diversion, specific VOC limits for adhesives and sealants, and solar reflectance index ratings of 78 minimum for TPO membranes. The contractor must establish a comprehensive accident prevention plan, provide a site safety and health officer with current professional safety certification and minimum three years of construction safety experience, conduct activity hazard analyses, maintain daily safety inspections, and comply with tuberculosis screening and infection control risk assessment requirements specific to VA medical facility operations. All work must coordinate with ongoing medical center operations, with construction impacts minimized through after-hours work (4:30 p.m. to 12:30 a.m. and weekends) for activities affecting patient and staff care. The contractor is responsible for maintaining a quality control system with three-phase control (preparatory, initial, and follow-up), providing certified testing laboratories, submitting as-built drawings within 15 days of each completed phase, and developing a comprehensive warranty management plan with 4-month and 9-month post-completion inspections.
