About this opportunity

The Department of Veterans Affairs National Cemetery Administration is seeking contractors for comprehensive headstone maintenance services at four national cemeteries: Northwoods, FT Sheridan, Jefferson Barracks, and Dallas Fort Worth. The procurement encompasses a wide range of cemetery maintenance activities, including gravesite excavation, casket and urn interments, headstone installation, alignment, cleaning, and related services. Interested contractors must submit a 5-page capabilities statement by December 5, 2024, at 10:00 AM CST, addressing company details, business size, bonding capacity, and project interest. The market research will help determine the procurement method, with potential contract types including Firm-Fixed Price/Level of Effort or single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contracts. Evaluation will focus on contractors' capabilities, experience, and ability to meet the detailed technical requirements outlined in the Scopes of Work for each national cemetery.

The contract does not currently have a specific socio-economic set-aside, with the final designation dependent on market research responses. The estimated contract values range from $100,000 to $1,000,000, depending on the specific national cemetery location, with the North American Industry Classification System (NAICS) code 238990 applying to this procurement. The anticipated solicitation date is between December 15, 2024, and January 15, 2025, with potential contract duration of a base year plus four option years. Contractors will be responsible for approximately 2,700-2,535 new upright headstone installations, 2,100-830 replacement upright headstones, and various additional services such as headstone cleaning, realignment, and gravesite repairs. The total estimated workload across the four cemeteries includes up to 250 interments, 30,000 headstone alignments, and support for special events like Memorial Day and Veterans Day services.
