About this opportunity
Veterans Integrated Service Network 17, Department of Veterans Affairs, seeks elevator maintenance and service for the Amarillo Medical Center, with proposals due July 31, 2026, at 4:00 PM Central Time. The procurement is a 100 percent Service-Disabled Veteran-Owned Small Business set-aside, foreclosing competition outside that pool. A mandatory site visit is scheduled for July 7, 2026, from 1:00 PM to 3:30 PM Central Standard Time at Building 34, Amarillo Medical Center, 6010 W Amarillo Boulevard, Amarillo, Texas.
The contract covers comprehensive maintenance and service for fourteen existing elevators, including preventive maintenance inspections, repairs, and 24/7 emergency callback services for entrapments. Work must comply with ASME A17.1, A17.2, A17.3, and ANSI/NPA 70 standards. The contractor must conduct weekly routine maintenance, respond to passenger entrapments within one hour and other service calls within two hours, and submit monthly detailed service reports. The Service Contract Act applies, governed by wage determination WD_2015-5213 (revision 30, May 13, 2026) for Texas counties Armstrong, Carson, Oldham, Potter, and Randall.
The base performance period runs August 30, 2026, through August 29, 2027, with four one-year option periods extending through August 29, 2031, for a total potential contract value of $22 million. Pricing is submitted monthly for maintenance services and must include a not-to-exceed amount for unforeseen repairs. Offerors must submit capability statements, certification documentation, and three references from contracts of similar size and scope within the last five years.
