About this opportunity
The Department of Veterans Affairs, through its Overton Brooks VA Medical Center contracting office, cancelled its RFQ for painting services at Southeast Louisiana Veterans Healthcare System in New Orleans, effective July 7, 2026. The original solicitation, issued June 15 with a June 30 response deadline subsequently extended to July 15, has been terminated in its entirety; a new solicitation will be issued at a later date.
The cancelled procurement was a 100% Service-Disabled Veteran-Owned Small Business set-aside for touch-ups and minor wall repairs in patient wards at 2400 Canal Street, New Orleans, Louisiana. Work scope included surface preparation, minor repairs, full-wall painting where any touch-up was needed, cleanup, and removal/reinstallation of wall items. Estimated labor was up to 80 hours with a maximum of three onsite personnel, to be completed approximately 40 calendar days after award, working 7:00 AM–3:30 PM Monday through Friday excluding federal holidays.
NAICS code 238320 (Painting and Wall Covering Contractors) applied. All offerors were required to be registered and certified in SAM at solicitation close and award. Painters needed a minimum of five years of professional painting experience in healthcare environments, OSHA 10-hour construction safety training, and key personnel had to demonstrate successful completion of at least three similar projects within the prior three years. The contractor was required to submit a Quality Control Program within 14 calendar days of award and perform a minimum of three quality-control walkthroughs during performance. Wage Determination 2015-5189 Rev 33 applied. A mandatory site visit was scheduled for July 1, 2026 at 9:00 AM CST. Primary contact was Contracting Officer Tiffany Conner at tiffany.conner@va.gov.
