The Department of Veterans Affairs (VA) Medical Center Maine Healthcare System, Togus Campus is seeking a Firm-Fixed-Price construction contract to upgrade the Laundry Building (Building 212). The primary project objectives include installing a new code-compliant HVAC system, constructing a new Clean Linen room, and implementing security upgrades. Interested contractors must submit detailed documentation demonstrating their qualifications, including a statement of intent with their SAM UEI Number, evidence of at least two previous medical facility construction projects valued at $2 million or more, and experience with HVAC, laundry room, and security system construction. Evaluation criteria will focus on contractors' previous experience in medical facility construction, multi-phase project planning capabilities, and professional liability insurance coverage. The contract opportunity is currently not set aside for any specific business type, though preference will be given to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), Veteran-Owned Small Businesses (VOSBs), and Small Businesses (SBs). The project falls under NAICS code 238220 with a small business size standard of $19 million, and the total period of performance is estimated at 270 calendar days. While no specific award value is explicitly stated, the requirement for previous project experience of $2 million suggests a comparable contract value. The scope of work includes installing a new rooftop Air Handling Unit, constructing a 30'x20' Clean Linen room with overhead doors, and implementing new security measures such as cameras, motion sensors, and access controls. Contractors must also be registered in the System for Award Management (SAM) and, if applicable, verified by the Center for Veteran Enterprise (CVE).
