About this opportunity
The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 20 (VISN 20), intends to award multiple Indefinite Delivery Indefinite Quantity (IDIQ) Multiple Award Task Order Contracts (MATOCs) for general construction services across healthcare facilities in Alaska, Idaho, Oregon, and Washington. The procurement will encompass commercial and institutional building construction under NAICS code 236220, with contractors performing renovation and construction work at VA medical facilities. Offerors must be fully registered in SAM.gov and certified on the SBA's Veterans Small Business Certification (VetCert) platform to be eligible. The government will utilize a Best Value Tradeoff Process for source selection, evaluating proposals based on technical capabilities, past performance, and price. The anticipated solicitation release date is February/March 2025, with proposals due in April 2025 and expected contract award in May/June 2025.
The contract opportunity is exclusively set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), with up to 12 IDIQ contracts to be awarded. The contracts will have a one-year base period with two additional two-year option periods, and a shared contract ceiling of $500 million. Each contract will have a minimum guarantee of $2,000, with individual task orders ranging from $2,500 to $30 million in value. The previous MATOC from February 2017 had 26 SDVOSB awardees with a $1.95 billion ceiling, though only 11 contractors were actively participating in recent years. Electronic proposal submission will be mandatory, and the NCO 20 Contracting Office, specifically Contract Specialist Wendy Duval, will serve as the primary point of contact throughout the procurement process.
