Amendment 0003 Responses to Vendor Questions
If you are looking to keep the current analog amplifiers and speakers in the facilities, but convert the system to IP, our Zone Controller would be the ideal device to bridge the gap between analog an IP. Would that be fine?
Response: The SOW is to replace current head-end equipment to include amplifiers. VHA Salisbury is willing to accept design changes as long as it sustains or improves the system and the design stays within the project s SOW.
For the buildings that don't have a paging system, are you looking for speaker-only devices, or would you be interested in considering our display/speaker combination devices?
Response: Speaker only devices.
Would your main goal be to switch all the buildings to one type of programmable software that would drive all paging & intercom functions? Do you need something that is cloud-based or controlled from each individual site?
Response: One type of programable software.
What existing Paging System does the VA have? We didn t see that info in the specs or drawings and need to be able to tie-into that system and didn t see the make/model so we can quote it.
Response: Main equipment is to be replaced. This question is irrelevant. Only existing speakers to remain.
Please confirm that all the RFI response Amendments from the previously issued Solicitation for this same scope of work all apply to this Solicitation, or that they are otherwise incorporated into the design plans and specifications.
Response: All RFI responses from the previous solicitation have been incorporated into this solicitation s drawings, specifications, and SOW.
Is an Electrician company assigned to this scope of work?
Response: No, it is the General Contractor s responsibility to provide an electrical subcontractor.
Who is responsible for the installation of Pathways?
Response: The General Contractor and their Subcontractors.
Can we schedule a site walk to determine the length of OS2 6 strand fiber will be needed for each building?
Response: The solicitation drawings should give you a general idea of fiber length as they are drawn to scale. Additional walkthroughs will be after contract award.
Is there a General Contractor?
Response: The awardee will be the acting General Contractor.
Is the secured space for storage on site.
Response: Yes. During the pre-construction meeting, the facility s COR will show the Contractor where they can set up their laydown yard/conex.
Are the existing speakers 70V or 24V?
Response: Bldg. 8 has amplified speakers (24V). All other speakers are 70V.
Who is doing the demo?
Response: The General Contractor to whom this project is awarded.
Will the Existing paging remain operational until new system is online?
Response: Yes, the existing paging is considered life safety and needs to remain operational. If there is a need to shut down the system, a two-week notice needs to be approved and the shutdown will be after hours when the facility is least impacted.

STATEMENT OF WORK
SCOPE OF WORK:
The Salisbury VAMC would like to expand and upgrade their existing Public Address (PA) System within numerous buildings across their campus. Currently, about 21 buildings have existing paging speakers and cabling that will be re-used. Cable pathways that serve the building s PA system equipment is routed through a campus wide network of tunnels and manholes.
In support of the addition of a PA system in buildings 13, 14W, 14E, 15, 16, 17, and 18, existing gypsum board ceilings, acoustic ceiling panels, and other finished concealed locations shall be removed to allow for the installation of the new infrastructure. The existing gypsum board ceilings, acoustic ceiling panels, and other finishes removed shall be patched to match existing.

Building 2: G. M & S Building
Building 3, Outpatient Clinics

Building 8 has amplified speakers that are existing to remain.
Building 11 serves Buildings 11A, B, and C. This configuration is to remain.
Building 2 serves Building 20. Building 20 will require new headend equipment.
Building 21 serves building 21A and 21B. This configuration is to remain.
Building 42 serves Building 43. Building 42 will serve 43 with a new dedicated amplifier for building 43 speakers only.
EXISTING CONDITIONS:
Copper cabling is routed from the main campus backbone, which appears to be within Building 5, to each building s PA system head end equipment. Downstream of the head in equipment, shielded cabling is used to interconnect amplifiers, speaker and rack mounted equipment via conduit, cable tray or j-hooks.
PROJECT REQUIREMENTS:
The goal of this project will be the installation of new paging equipment and campus wide network infrastructure to support the PA System. Network infrastructure will consist of single-mode fiber ran between equipment locations. New fiber will be routed in new conduit within existing tunnel systems to serve each building s new PA Head End Equipment which will, in turn, provide service downstream to new and existing speakers. New direct buried conduit will be provided in areas where there are no existing tunnel systems. Buildings that currently don t have a PA system will receive new equipment consisting of amplifiers, mixers, speakers in corridors, volume controls, rack mounted or wall mounted cabinets, and associated wiring. The main system will include UPS of battery backup to allow normal operation and function in the event of loss or fluctuations in power for a minimum of 2 hrs.
The new PA System will utilize zoning to allow isolated communication to the specific areas as necessary or to allow campus wide messaging when desired. The system will have volume control by zone. Each building where there are current integrations of Fire Alarm, Nurse Call and VoIP systems will continue to be fully integrated in the new system. In buildings where there is no existing Nurse Call, they will not be integrated as a part of this project scope. However, with an IP PA System the integration will be much easier for future systems or buildings with existing Nurse Call Systems even if they are not currently integrated. All PA Head End Units would be replaced as a part of this work. Multi-button microphone stations will be included in Building 12 (Police Headquarters) and Building 21 (specialty Clinics) for capability to call upon separate zones.
Per the VA Telecommunications and Special Telecommunications Systems Design Manual, the PA System has been identified as an emergency communications system and performs the Primary Facility NFPA Life Safety Code Blue Team Notification. PA System Head End equipment will be located in existing Telecom Room closets. The PA System will be remote controlled and operated in accordance with VA standards. Existing receptacles on the emergency power systems will serve the new PA equipment.
Existing analog speakers will be used with new IP system head ends utilizing a network audio bridge. Reusing existing speakers will not allow for re-zoning of paging speakers in those areas of the VAMC. New speakers will be IP speakers connected via daisy chain and CAT6A cabling. Digital systems do not require End of Line resistors in the same manner as analog systems. New equipment racks and switches will be added as necessary to support the new IP equipment.
Construction will be done IAW; VA specifications, Design guides, Infection Control guidelines and all
applicable codes. Construction will also be structured to require minimum interruption of space function during construction.
The vendor has responsibility for Duty to Report any fraud, waste, and abuse witnessed while on VA premises to the Integrity and Compliance Officer.
