About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 6, seeks replacement of resinous flooring in the Pharmacy Compounding Rooms at Asheville VA Medical Center, with sealed-bid quotes due October 2, 2026 at 10:00 AM ET. The procurement is a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, foreclosing competition outside that category.

Place of performance is Building 15, 3rd Floor, 1100 Tunnel Road, Asheville, North Carolina 28805-2087. A mandatory site visit is scheduled for September 24, 2026 at 9:00 AM ET. The project involves removing existing flooring, preparing concrete substrates, installing new resinous epoxy flooring (RES-3) with standard smooth finish and 4-inch integral cove base with 1-inch radius, and applying primer coats. Work includes coordination with VA Infection Control, maintenance of ICRA-compliant safety barriers, hiring a CETA-certified contractor to disassemble and relocate pharmacy equipment (Baker LAFW hoods and Omnicell IVX machines), and ventilation of odors and vapors. The contractor bears full responsibility for asbestos abatement of approximately 440 square feet of flooring and mastic. Performance must be completed within 120 calendar days of notice to proceed.

Contract magnitude is between $100,000 and $250,000 (NAICS 238330, Flooring Contractors; PSC Z1DA). The prime SDVOSB contractor must perform at least 25% of construction work and comply with subcontracting limitations under 13 CFR 125.6. Performance and payment bonds are required within 15 days of award. Wages must comply with North Carolina Wage Determination NC20260016 (effective May 18, 2026). The contract is firm-fixed-price with payment upon completion and acceptance via electronic submission through Tungsten Network. All bidders must be current in SAM.
