About this opportunity
The Department of Veterans Affairs Veterans Health Administration is seeking construction services to repair fire and smoke doors at the VA Medical Center in Fayetteville, North Carolina under Project 565-25-101. The scope involves comprehensive door repairs, replacements, and re-certifications across Buildings 1 and 3, including work on doors with one-hour and two-hour fire ratings that requires specialized door technicians, electricians, wall finishers, and laborers. The project encompasses frame labeling and re-certification, complete door and frame replacements with new hardware including panic bars and card readers, demolition work requiring wall refinishing, and strict infection control measures throughout construction. Work must be performed primarily after normal working hours (1700-0700) to minimize disruption to medical facility operations, with frame labeling permitted during standard business hours. The solicitation deadline has been extended to July 28, 2025 at 11:00 AM EDT, with a mandatory site visit having been conducted on July 9, 2025.
This opportunity is set aside for Service-Disabled Veteran-Owned Small Business concerns under NAICS code 236220 for Commercial and Institutional Building Construction. The contractor must complete all construction within 150 calendar days of receiving the Notice to Proceed, allowing sufficient time for material submittals, procurement lead times, and actual construction work. Work locations span multiple floors in both buildings, from basement levels through the fourth floor, with considerable distances between door locations requiring careful project planning and coordination. The VA will provide temporary badging for contractor personnel and conduct bi-weekly progress meetings initially, transitioning to weekly meetings once material delivery schedules are established. All work must comply with VA specifications, design guides, infection control guidelines, and applicable building codes, with specific ICRA (Infection Control Risk Assessment) requirements varying by location and ranging from Level II to Level III precautions depending on the scope of work at each door location.

- For the frame and door labels, they shall be metal (i.e., not a sticker).
- Panic bars shall be UL-Listed fire exit devices.
- Contractor to plan on doing one door at a time. The VA may consider allowing more than one door worked on at a time. For it to be considered, the contractor must have a well-developed plan and adequate personnel to complete the work as quickly as possible. Life safety (stairwell door, path of egress) will be scrutinized. There is considerable distance between each door location.
SCHEDULE: Contractor to complete construction within 150 calendar days of the Notice to Proceed. This should allow sufficient time for submittals and material lead times, as well as actual construction. WORKING HOURS: Frame labeling/re-certifying can happen during normal working hours (e.g., 0730-1700). Demolition and construction work shall be performed after normal working hours (e.g,. 1700-0700). COR may allow some exceptions if VA Safety and Infection Control offices allow (e.g., painting, finishing).
SCHEDULED SITE VISIT: This SOW doesn t contain all the necessary information for contractors to prepare proper offers. Therefore, the schedule site visit walk-through is highly recommended. There interested offerors are to record the wall types; take rough measurements; note existing door operators, hardware, etc.; observe surroundings and visualize necessary infection control measures. A VA Locksmith will be part of the site visit to assist in answering questions onsite.
BADGING: The VA will provide contractors temporary badging. All badges shall be returned to the VA.
