About this file
This document is an Amendment (0001) to Solicitation 36C24625Q0801 for a Fire Door Repair project at the Fayetteville VA Medical Center in North Carolina. The amendment provides detailed responses to 18 contractor questions regarding project specifications, including infectious control requirements, parking, laydown areas, security coordination, and specific door replacement details. Key clarifications include mobile ICRA units being acceptable, contractors may use facility restrooms, a VA representative will provide access to secured areas, and most door locations require Level II ICRA measures with some variations.
The project involves repairing and replacing fire and smoke doors in Buildings 1 and 3, with work spanning multiple floors and rooms. Specific requirements include replacing door frames, hardware, installing panic bars, reinstalling air curtains, and maintaining security systems. The solicitation requires work to be completed within 150 calendar days of Notice to Proceed, with most demolition and construction performed after normal working hours (1700-0700). The original offer receipt date of 07/24/25 at 1:00 PM EDT has been extended to 07/28/25 at 11:00 AM EDT, and the amendment includes attachments with site visit documents and ICRA draft specifications.

36C24625Q0801 – Repair Fire Doors Amendment 0001 – Responses to Questions
Question Response
1. In reviewing the solicitation, it is unclear if a bid bond is required at the time of bid and if a performance and payment bond is required upon award. Please clarify what is required.
See FAR 52.228-13(c) Alternative Payment Protections included in the solicitation.
On page 1 of the SF 1442, Box 12a should be marked yes and Box 12b should read 15 days.
2. Is a copy of the site visit sign in sheet for this project available?
See attached document: Site Visit Attendance 07.09.25
3. Is this project sales tax exempt? If so, can the government provide us a certificate for that? Refer to FAR 52.229-2 included in the solicitation.
4. Where will our people be able to park? Contractors may park in general parking lots.
5. Where is the lay down area? Can we store supplies there?
Assume laydown will be along the eastern side of the main parking lot (Lot #1). See attachment “Photo of Dumpster – Parking Lot 1.” for referenced area. Supplies can be stored in an orderly manner.
6. Can you describe what tasks are required for this project as it relates to infectious control?
What is the level of infectious disease control rating for this site? Please provide ICRA rating sheet.
Most door locations require basic Level II ICRA measures, two door locations require Level II ICRA measure with specified containment barriers additionally required, one door location requires Level III ICRA measures. See attached draft ICRAs.

7. Please confirm that temporary infectious controls only need to go up the ACT ceiling and not all the way to the floor deck above ceiling.
When ACT ceiling tiles remain in place and intact, containments do not have to extend all the way up to the deck above.
8. Is the use of mobile ICRA units acceptable for use in all areas where the work is to be done in lieu of temporary stick-built (or framed) ICRA barriers?
Yes, mobile ICRA units are acceptable if able to meet containment requirements of the location.
9. If air scrubbers are required, please confirm that 1) negative air is not required, and 2) scrubbers are not required to be exhausted outside of the building via window openings, louvers, or existing HVAC's exhaust ductwork.
Negative air within the containment with exhaust outside the building is required for one door only:
Bldg. 3, Basement B10 (Electrical).
10. What do we need to do with the fire sprinkler system and the fire alarm system when we begin construction? (fire watch, temporary fire alarms tied into the system, turning the sprinkler heads up)
Fire sprinkler and alarm systems are to remain active. Any devices that may be impacted shall be covered and protected to prevent accidental activations.
11. Does the VA have a fire alarm servicer?
Please provide contact information for coordination during demolition phase.
Everon is currently servicing the fire alarm system.
Millie Jancuska is the POC – 984-253-1452
12. Who do we need to coordinate with for the security system?
For technical related issues, Jay Christian at 910- 482-5290. For operational related issues, Major Steven Wright at 910-973-3144
13. Where we can put the dumpster(s) and do we need a special path for removing debris?
Refer to attachment “Photo of Dumpster – Parking Lot 1.” This dumpster location is acceptable to the facility for contractor use. Facility might entertain further discussion after award and prior to placement.
14. Will the government allow the contractor to use their toilet facilities, or does the contractor need to provide temporary toilets for the duration of the project?
Yes, the contractor may use the restrooms at the facility. No temporary toilets are needed.
15. There are areas where the work is in secured areas. Will the VA be providing the Contractor with a set of keys for accessing secured areas, or is the VA to have a full-time representative with complete access available to the Contractor during the required work hours (.i.e.
normal hours, and after normal hours)?
VA will have a full-time rep present, during the work. The contractor will not be provided any VA keys.

wiring for all electric/controlled devices and door hardware is code-compliant, can be reused and does not need to be replaced with new.
17. Room B07: Since the direction of egress is to be changed, should the frame be moved to be flush with the edge of the wall on the other side of the door? Currently the frame is set into the wall by about 6"-8" and will prevent the doors from opening 180 degrees.
Door frame is currently flush to the wall on the elevator area side. The frame is to be replaced with the new frame facing the opposite direction.
18. Room 203B3: Does replacement door need to include a glass lite in the door? No, the door is to be solid wood.
